Minutes--July 6, 1992 879 <br /> <br />23. <br /> <br />COURTHOUSE PARKING STUDY, Public meeting set for July 15 <br />Steve Grabil, Transportation Engineer, Fargo-Moorhead Metropolitan <br />Council of Governments (COG), asked Commissioners to review the <br />information presented by COG staff on parking and office space <br />expansion. He said the County is lacking 107 parking spaces required <br />to meet existing Fargo City ordinances, and in order to make some <br />recommendations on parking, the committee considered future office <br />expansion. The consensus of the committee is that adding two floors <br />to the Juvenile Justice Center is the most probable alternative for <br />short to medium range county office space expansion. The next step <br />is to determine whether the committee should proceed with an analysis <br />of parking alternatives associated with the possible addition of two <br />floors to the Juvenile Center. <br /> <br />Mr. Grabil suggested scheduling a public meeting, and the date was set <br />for July 15th, 7:30 AM, at COG offices. All Commissioners are <br />encouraged to attend. <br /> <br />24. <br /> <br />MAINTENANCE BUILDING, Proposal tabled <br />In order to begin the process of obtaining bids for a proposed county <br />maintenance building, Mr. Eckert said Commissioners need to consider <br />a possible location and type of structure. He said a new building <br />could serve as office space for maintenance personnel, as well as <br />storage for lawn mowers, snow removal equipment and a pick-up. He <br />doesn't think the present space is suitable for offices but said it <br />could be used for additional storage. Also, the Sheriff's Department <br />is looking for a new location for investigations, he said. <br /> <br />Mrs. Toussaint asked if the Space and Planning Committee is aware of <br />this proposal. The County Planner had considerable input, according <br />to Mr. Eckert, but he said he hasn't discussed it with COG staff. <br /> MOTION, tabled <br /> Mr. Eckert moved to designate a location for a new <br /> maintenance building for bidding purposes to be on the <br /> south side of the north parking lot, west of the present <br /> garage; and that bids on the type and cost of a 24' X 30' <br /> building to be built in 1992 be submitted to the Cass <br /> County Commission. Mr. Risher seconded the motion for <br /> discussion and asked if the request for bids obligates the <br /> County to construct the building. Mr. Eckert said it would <br /> not obligate the County, but Mr. Wieland said the motion <br /> says the building will be built in 1992. Mr. Eckert said <br /> there is $10,000 in the 1992 Buildings and Grounds budget. <br /> MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to table the <br /> above motion until this Commission has received or made <br /> recommendations on future manpower of the Maintenance <br /> Department and until the Space and Planning Committee <br /> recommendations are received from the internal committee <br /> and from COG staff. Discussion: Mr. Wieland said he did <br /> receive a letter of resignation today from Alton Johnson, <br /> Maintenance Supervisor, effective December 31, 1992. <br /> Mr. Eckert believes any pending changes in the Maintenance <br /> Department workload will result in more in-house <br /> maintenance rather than outside contracting. At the call <br /> for the question to table the motion, the motion carried <br /> with four members voting "Aye", Mr. Eckert opposing. <br /> <br /> <br />
