Comm. Minutes--May 12, 1992 859

19.

20.

21.

ENVIRONMENTAL SYSTEMS MAINTENANCE
Mr. Eckert handed out copies of a maintenance check-list prepared by
the County Maintenance Department. He said the list indicates which
items should be under contract and which items can be accomplished by
county maintenance staff. The county currently contracts with
Peterson Mechanical for environmental systems maintenance, and Mr.
Eckert said some of those duties can be performed by county staff.

Mr. Shannon asked how the list Mr. Eckert provided differs from the
handbook which was prepared by the firm of Yeater, Hennings, Ruff when
they conducted an energy study in the Courthouse. Mr. Eckert said
county maintenance staff will be responsible for more of the check-off
work for equipment maintenance than the book itemized, therefore, a
new contract can be drafted for less service work. MOTION, passed
Mr. Eckert moved and Mr. Shannon seconded to draft a
contract and advertise for bids for maintenance service.
The list should be reviewed once more before the State's
Attorney is asked to draft a contract. Mr. Shannon asked
Mr. Eckert when he plans to have the next step completed,
and Mr. Eckert said the bid form can be prepared for the
next County Commission meeting. On roll call vote, motion
carried unanimously. The Chairman asked Mr. Eckert to
proceed with the State's Attorney and the County Auditor.

NATIONAL ASSOCIATION OF COUNTIES, Delegate and alternate selected
MOTION, passed
Mr. Risher moved and Mrs. Toussaint seconded to appoint Don
Eckert as voting delegate and Steve Risher as alternate at
the National Association of Counties annual meeting in
Minneapolis. On roll call vote, motion carried unanimously.

MAINTENANCE SHOP, TELEPHONE CALLING, WEST FARGO CHAMBER TRANSPORTATION
COMMITTEE, FLASHING PEDESTRIAN SIGNAL LIGHTS, Committee reports
Mr. Eckert said the County Maintenance Department has been discussing
a new maintenance building for quite some time, and he said the
location must be determined before contractors will make a proposal.
Mr. Wieland said some space was added in the present shop area when
the generator was moved out, and he said there are some questions
about staff continuing some duties they currently perform. Mr. Eckert
said he felt an obligation to bring this up and Mr. Shannon suggested
that he formally present it for a vote at a future commission meeting.

Mr. Wieland received a letter from North Dakota County Association for
Technology (NDCAT) concerning a new long distance calling program.
He asked other commissioners to review the letter.

Mr. Wieland said the West Fargo Chamber of Commerce Transportation
Committee is seeking representation from Cass County, and he suggested
asking the new county engineer to serve on this committee after he
begins employment at Cass County. Commissioners were in agreement.

Mr. Risher suggested writing a letter to the Fargo Traffic Engineer,
asking him to identify locations of all flashing pedestrian crossing
signals in Fargo.
