Minutes--May 18, 1992 260 <br /> <br />22. <br /> <br />CORRESPONDENCE, Received and filed MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to receive <br /> and file correspondence outlined by the secretary as <br /> follows: Motion carried. <br /> <br />petition from Horace area residents for improving County Road <br />#14 from County Road #17 west to Sheyenne River (referred to <br />Road Superintendent Steve Grindberg and Road Portfolio <br />Commissioner Don Eckert); <br /> <br />response from Tri-Line Transportation, Inc. to CDBG letter on <br />fulfilling job creation requirements; <br /> <br />- letters concerning West Main Avenue lighting in West Fargo; <br /> <br />request for representation on West Fargo Chamber of Commerce <br />transportation committee; <br /> <br />invitation from Lake Agassiz Regional Council to North Dakota <br />Future Fund May meeting at 11:00 AM, May 26th, Fargo Radisson; <br /> <br />notice of public involvement meeting for new Fargo water plant <br />at 7:00 PM on May 19th, Clara Barton School; <br /> <br />Officer's reports for April. <br /> <br />23. <br /> <br />PUBLIC COMMENT <br />Ed Clapp, Fargo, spoke in opposition to the proposed Cass County Home <br />Rule Charter. He thinks the legislative process is a more efficient <br />and democratic way of changing county government and said Cass County <br />has an opportunity to join with the three other largest counties in <br />the state and they would have the majority of representation in the <br />legislature. <br /> <br />Jeannette Stanton, Fargo, said she got a copy of the projected budget. <br />for the home rule charter which Bonnie Johnson prepared and sent to <br />Bismarck with a grant application; and she said she had some concerns <br />about maximum mill rates in the Chairman's letter to Fargo Mayor Jon <br />Lindgren responding to West Fargo Mayor Florenz Bjornson's letter. <br /> <br />Bonnie Johnson, Fargo, said the grant application which she prepared <br />on behalf of the Cass County Commission shows a total budget for <br />restructuring of county government, not for home rule specifically. <br /> <br />24. <br /> <br />ADJOURNMENT <br /> MOTION, passed <br /> On motion by Mr. Risher and seconded by Mrs. Toussaint, the <br /> Chairman declared the meeting adjourned about 5:45 PM. <br /> <br />ATTEST: <br /> <br />APPROVED: <br /> <br />Michael Montplaisir - County Auditor <br />Cass County, North Dakota <br /> <br />Alon Wieland, Chairman <br />Cass County Commission <br /> <br /> <br />
