Minutes--May 4, 1992 <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Shannon seconded to adopt the <br />Commission Policy Manual, and that copies be distributed to <br />all county departments and to the North Dakota Association <br />of Counties Executive Director. On roll call vote, motion <br />carried unanimously. Commissioners commended the three <br />committee members--Pepper Toussaint, Bonnie Johnson and <br />Joyce Schepp for completing this manual. <br /> <br />852 <br /> <br />20. <br /> <br />CONTRACTS TO BE REVIEWED BY STATE'S ATTORNEY/COMMISSION APPROVAL, <br />Policy adopted <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded to include <br /> Section 29.00 in the Commission Policy Manual for all <br /> contracts binding Cass County to be reviewed by the State's <br /> Attorney and signed by the Commission Chairman after Board <br /> approval. On roll call vote, motion carried unanimously. <br /> <br />21. <br /> <br />IBM SOFTWARE LICENSE, Chairman to sign agreement MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded that the <br /> Chairman be authorized to sign a contract with Computerland <br /> for software license agreements as reviewed by the State's <br /> Attorney and presented by Data Processing Manager Michael <br /> Steiner. On roll call vote, motion carried unanimously. <br /> <br />22. <br /> <br />DEPARTMENT WORK PLANS, Report by portfolio commissioners <br />Each Commissioner reported on their review of work plans for the <br />various departments in their portfolio. Mr. Wieland said this review <br />will be on-going on a quarterly basis. <br /> <br />23. <br /> <br />DATA PROCESSING, Out of state travel <br />The County has been evaluating software vendors for the purpose of <br />trying to consolidate data entry functions of County Court and State's <br />Attorney in such a way that it will integrate with the Sheriff's <br />Office and Jail. Mr. Shannon asked permission for appropriate county <br />staff to travel to Spokane and Oregon to a software demonstration site <br />and he asked where funds for the travel could be paid from. MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to authorize <br /> out of state travel at a cost of approximately $3,500 for <br /> the team investigating the State's Attorney/Court software; <br /> and that these funds be paid from the potential software <br /> purchase line item in the Data Processing budget, as <br /> suggested by the County Auditor. On roll call vote, motion <br /> carried unanimously. Mr. Risher asked if the vendor might <br /> reimburse half of the travel if the County purchases their <br /> software, and Mr. Shannon said this could be in the <br /> negotiating process on the potential purchase. <br /> <br />24. <br /> <br />SHERIFF DEPARTMENT, Out of state travel MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to approve out <br /> of state travel for Glenn Ellingsberg to Chicago on May 5- <br /> 7th to attend a product showing by Motorola, the cost to <br /> Cass County being meals and lodging, to be paid from the <br /> Sheriff Department budget. On roll call vote, motion <br /> carried unanimously. <br /> <br /> <br />
