Minutes--May 4, 1992 851 <br /> <br />14. <br /> <br />MOSQUITO AWARENESS WEEK, Proclamation for May 3-9, 1992 <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to proclaim May <br /> 3-9, 1992, as Mosquito Awareness Week. On roll call vote, <br /> motion carried unanimously. <br /> <br />15. <br /> <br />APPOINTMENT OF DARWIN TABOR, City of Buffalo zoning commission <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to appoint Darwin <br /> Tabor to serve on the City of Buffalo zoning board from the <br /> extra-territorial area, for a term to expire July 1, 1997. <br /> On roll call vote, motion carried unanimously. <br /> <br />16. <br /> <br />HEARING ON FINAL PLATS, Arthur Substation, Jendro Subdivisions <br />County Planner Earl Haugen said this is the time and place advertised <br />for a public hearing on final plats of Arthur Substation Subdivision <br />in Arthur Township and Jendro Subdivision in Davenport Township. <br /> <br />Chairman Wieland opened the public hearing and no one was present to <br />speak on either subdivision. He closed the public hearing and <br />proceeded with recommendations of the County Planning Department. <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to approve the <br /> final plat of the Arthur Substation Subdivision and the <br /> final plat of Jendro Subdivision, and allow the Chairman to <br /> sign the final plat of each. On roll call vote, motion <br /> carried unanimously. <br /> <br />17. <br /> <br />SOLID WASTE PLANNING ACTIVITIES, Moore Engineering Company work plan <br />An update on solid waste planning activities was provided by Carl <br />Altenbernd from the Lake Agassiz Regional Council, and by Roger <br />Fenstad, Moore Engineering, the firm hired to prepare a solid waste <br />management plan for the region. Mr. Fenstad said a lot of the data <br />needed from Cass County has already been provided by the County <br />Planner, and he invited commissioners to provide further input and to <br />attend public meetings scheduled throughout the region in mid-May, the <br />closest one being at Fargo City Hall at 4:00 PM on May 19th. <br /> <br />Mr. Risher, Cass County's representative on solid waste, recommended <br />forwarding a letter addressed to him from Moore Engineering to the <br />County Planner. The letter requests assistance in locating disposal <br />sites throughout the county. <br /> <br />18. <br /> <br />ENVIRONMENTAL SYSTEMS MAINTENANCE, Manual update <br />Mr. Eckert said he and the County maintenance staff have been trying <br />to identify areas which they are responsible for and those that should <br />be done by technical people on environmental systems maintenance. <br /> <br />Mr. Shannon asked if the county is ready to call for bids on the work <br />to be done by people other than county staff, and Mr. Eckert requested <br />more time because he said there was a misunderstanding on what county <br />staff should be doing. This will be scheduled on the May 18th agenda. <br /> <br />19. <br /> <br />COMMISSION POLICY MANUAL, Adopted <br />Ail five Commissioners met at 1:00 PM today to <br />changes in the draft Commission policy manual. <br /> <br />review suggested <br /> <br /> <br />
