Comm. Minutes--February 18, 1992 827 <br /> <br />15. <br /> <br />Mr. Eckert said an accumulation of problems at the Road Department can <br />be worked out in time. He said there may be some extra costs involved <br />in having staff from Charles Bailly and Company continue to work with <br />county personnel, but he thinks it is necessary for them to continue. <br /> <br />Mr. Wieland said Donald W. Richards, who served as Cass County <br />Engineer for the past six years, died last week and his funeral was <br />held on Monday, February 17th. <br /> <br />COMMITTEE REPORTS, Red River Valley Fair meeting, NACo conference, <br />copy machine replacement, Trollwood Park, County Planning membership, <br />Joint Services Committee, jail remodeling, employee wage study <br />Commissioners received notice of a meeting of the Red River Valley <br />Fair Association on February 27th at 7:00 PM at the Kelly Inn, Fargo. <br /> <br />Mr. Risher and Mr. Shannon will be attending a National Association <br />of Counties (NACo) legislative conference in Washington, DC so cannot <br />attend the fair board meeting on February 27th. Also, they cannot <br />attend the County Commission meeting on March 2nd, which is the last <br />day of the NACo conference. <br /> <br />Mr. Shannon said the copy machine located in the Human Resource <br />Office, which is used by other offices on first floor, is repeatedly <br />broken down and makes substandard copies. He asked the Auditor to <br />find a budget source that can be used to purchase a new copier. <br /> <br />Mr. Shannon asked the secretary to file a copy of an agreement dated <br />October 18, 1973, concerning the County-City Park, known as Trollwood. <br /> <br />Commissioners received a letter and revised copy of the Cass County <br />Planning Commission by-laws from County Planner Earl Haugen. The by- <br />laws on County Planning Commission membership were changed to reflect <br />the language in the North Dakota Century Code, according to Mr. <br />Haugen, and he said appointing one at-large member rather than a <br />second Cass County Commissioner could now be allowed. Mr. Shannon is <br />not in favor of reducing County Commission participation on the County <br />Planning Commission. Instead, he thinks the Commission can review the <br />membership if a home rule charter is adopted. <br /> <br />County Coordinator Bonnie Johnson said the trip to Sioux Falls, SD, <br />scheduled for this Friday, to view their E-911 system was canceled. <br />She said the next meeting of the Joint Services Committee will be <br />February 25th. <br /> <br />Ms. Johnson said remodeling at the County Jail is about 99% completed. <br />She invited Commissioners to attend the walk-through inspection <br />tomorrow at 10:00 AM. <br /> <br />The Ernst & Young wage classification study final preliminary report <br />will be reviewed by the Human Resource Committee at their next <br />meeting, which is scheduled for Monday, February 24th, at 10:30 AM. <br /> <br /> <br />
