Minutes--February 18, 1992 826 <br /> <br />He has since spoken with Mr. Grindberg and today recommends that the <br />Board of County Commissioners sign the first agreement found at the <br />beginning of the Commissioners' agenda packets. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to authorize <br /> the Chairman of the Board of Cass County Commissioners to <br /> sign a Cooperative Agreement between Cass County government <br /> and the City of West Fargo for Sheyenne Street/County Road <br /> 17 improvements, as recommended by the State's Attorney and <br /> Steve Grindberg. On roll call vote, motion carried <br /> unanimously. <br /> <br />STATE'S ATTORNEY, Victim/Witness unbudgeted staff position <br />Mr. Golf said he intends to extend the Victim/Witness Assistance <br />program into other areas, such as property and juvenile court, by <br />adding a part-time position to be funded primarily by an anti-drug <br />abuse grant approved by the North Dakota Attorney General's Office in <br />the amount of $12,800. The grant requires a county match of $3,584, <br />which Mr. Golf proposed paying from a pool of over $6,000 that was <br />deposited into the county general fund from victim's fees imposed at <br />sentencing by the County Court. Mr. Golf said this could be a <br />temporary position based upon availability of grant funds. Since this <br />is an unbudgeted position, Auditor Michael Montplaisir said the County <br />Commission needs to give budget authority to spend those funds. <br /> <br />Mr. Risher thinks the dollars for this program should be given to <br />existing, successful non-profit domestic violence agencies. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to authorize <br /> the State's Attorney to hire one additional part-time <br /> Victim/Witness Advocate, funds for the position to come <br /> from an Anti-Drug Abuse Grant, administered by the North <br /> Dakota Attorney General's Office, and matching funds from <br /> Cass County government in the amount of $3,584 being paid <br /> from funds deposited into the County General Fund from <br /> Victim's Fees imposed at sentencing by the County Court; <br /> that said position be terminated December 31, 1992, unless <br /> adequate grant funds and Victim's Fees are available to <br /> continue the position; and that the 1992 State's Attorney <br /> budget be amended in the amount of $16,384 for funding this <br /> position. The motion carried on roll call vote with four <br /> members voting "Aye" and Mr. Risher opposing. <br /> <br />ROAD DEPARTMENT, Monthly report delayed, Death of County Engineer <br />Steve Grindberg, Road Superintendent, said the monthly report which <br />was due today is still not complete. Chuck Pope and Jim Clikeman from <br />Charles Bailly and Company said the Commission acted very promptly in <br />requesting these monthly reports from the Road Department, but the <br />current data processing system creates some conflicts in generating <br />the types of information requested. Also, a computer problem this <br />past weekend necessitates sending data for back-up to Business Records <br />Corporation in St. Cloud, MN, which will result in a 1 1/2 - 2 week <br />delay. Mr. Clikeman estimated they could have the first report <br />generated for the Commission's review by the second meeting in March. <br /> <br /> <br />
