Minutes--February 18, 1992 825 <br /> <br />printed materials and said the board of county commissioners must make <br />a recommendation to the Governor within sixty days after receipt of <br />an acquisition proposal. <br /> <br />There will be a loss of real estate taxes in Cass County if the <br />Federal Government buys this tract of land, according to Ms. Olson. <br />However, she said Cass County government will receive shared revenue <br />payments annually and a trust fund will be established which will <br />return the difference between actual taxes and the amount of revenue <br />sharing paid by the Fish and Wildlife Service. <br /> <br />Commissioners received a copy of a letter from County Planner Earl <br />Haugen to Ms. Olson indicating that the proposed acquisition of this <br />property would be consistent with the Cass County Comprehensive Land <br />Use Policy Plan. <br /> <br />Mr. Wieland suggested holding the required public hearing in the Alice <br />area so the people most affected will have better opportunity to voice <br />their opinion. <br /> <br />The Chairman scheduled a public hearing for the proposed acquisition <br />of a 320 acre tract, described as the north 1/2 of Section 20, <br />Township 138 North, Range 54 West, 5th Principle Meridian, Cass <br />County, by the U.S. Fish and Wildlife Service for 9:00 AM on Monday, <br />March 30, 1992 in the Alice, ND area; notice of said hearing to be <br />advertised according to state law; and Don Eckert, who has viewed the <br />property, to make arrangements for the location of the hearing. <br /> <br />11. <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS (COG), Report on unfunded mandates <br />Joel Quanbeck, Community Development Planner for the Fargo-Moorhead <br />Metropolitan Council of Governments (COG), provided a preliminary <br />report showing State, Federal and Cass County government funding <br />changes over the 1986-1990 time period. Mr. Quanbeck said local tax <br />revenues have increased by 87.6 percent over the study period, while <br />Federal funds have increased by 47.4 percent. The State share has <br />fluctuated for various programs, but has generally grown, he said. <br />Primary financial data source for the study was the annual county <br />audit report completed by the North Dakota State Auditor's Office. <br /> <br />Mr. Shannon suggested that Mr. Quanbeck prepare a narrative for the <br />graphical information. Mr. Wieland thinks this information should be <br />shared with State legislators. Mr. Quanbeck welcomed additional <br />questions and comments in the next few days, and he will then prepare <br />a final draft of the report for approval by the COG policy board. <br /> <br />12. <br /> <br />ROAD IMPROVEMENTS, Contract for Sheyenne Street/County Road 17 <br />State's Attorney John Goff provided copies of two cooperative <br />agreements with the City of West Fargo for Sheyenne Street and Cass <br />County Road 17 improvements between the Interstate 94 interchange and <br />Main Avenue in West Fargo. He also provided copies of a letter from <br />the West Fargo City Attorney and a letter to Steve Grindberg at the <br />County Road Department. Mr. Golf explained the differences in the two <br />contracts, saying the Cass County Board of Commissioners approved a <br />contract earlier but three changes were made by West Fargo. He <br />doesn't have any concerns about the first two changes made by West <br />Fargo, but questioned the third change regarding right of way. <br /> <br /> <br />
