Minutes--January 21, 1992 811 <br /> <br />ROAD DEPARTMENT, Hiring of temporary employee <br />Don Eekert said the Road Department is requesting permission to hire <br />Darrell Aasland as a temporary employee to complete some engineering <br />projects that have to be completed by the middle of March. He would <br />be hired for a period of two months on an hourly basis. Mr. Aasland <br />retired about one month ago and is willing to work at the Road <br />Department on a temporary basis. He will not receive benefits as a <br />temporary employee, according to the County personnel policy manual. <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Eckert seconded to hire Darrell <br /> Aasland as a temporary employee to work at the Cass County <br /> Road Department for a period of 2 months, beginning <br /> immediately, at an hourly salary of $12.99. On roll call <br /> vote, motion carried unanimously. <br /> <br />E-911, Joint dispatch resolution <br />The policy makers of Fargo, West Fargo and Cass County have met for <br />a number of months to study the feasibility of consolidating the three <br />dispatch centers. The committee has reviewed and discussed the <br />financial, jurisdictional and structural aspects of a combined <br />communication center and the committee can recognize benefits of a <br />community-wide system. <br /> <br />After reviewing five proposals, the Joint Services Committee (Cass <br />County representatives being Commissioners Toussaint and Wieland, with <br />County Coordinator Bonnie Johnson serving in a technical manner) is <br />prepared to offer a resolution for consideration by each board. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded to adopt <br /> Resolution #1992-1 as follows: <br /> BE IT RESOLVED, that Cass County is committed to the <br /> efforts of a Joint Dispatch Center and hereby agrees to <br /> move ahead ~ointly with the City of Fargo and the City of <br /> West Fargo to formulate the legal documents necessary for <br /> implementation, including the hiring of a director as <br /> recommended. On roll call vote, motion carried <br /> unanimously. <br /> <br />FARGO-CASS COUNTY ECONOMIC DEVELOPMENT, Quarterly report <br />Dick Walstad, outgoing Chairman of the Board, and John Kramer, <br />President of the Fargo-Cass County Economic Development Corporation, <br />presented a quarterly report dated January 16, 1992. Mr. Kramer said <br />first priority is business retention, and some other priorities are <br />national and international marketing. <br /> <br />ROAD CONSTRUCTION AND MAINTENANCE, Agreement with North Dakota Highway <br />Department for County Road 22 east of Harwood MOTION, passed <br /> Upon recommendation of Steve Grindberg, Mr. Eckert moved <br /> and Mrs. Toussaint seconded to authorize the Chairman to <br /> sign a Resolution and Agreement for Construction and <br /> Maintenance and Right of Way Certificate for County Road 22 <br /> bituminous surfacing two miles east of Harwood, subject to <br /> review by the State's Attorney. On roll call vote, motion <br /> carried unanimously. <br /> <br /> <br />
