<br />Comm. Minutes--January 6, 1992 803 <br /> <br />Mr. Wieland said a signed agreement between Cass County and the Red <br />River Valley Fair Association is the most important aspect as far as <br />the County Commission is concerned because the county doesn't want to <br />be in the business of approving buildings. <br /> <br />Mr. Eckert asked when the Fair Association planned to have the <br />buildings constructed, and Mr. Olson said the price quoted them by a <br />Detroit Lakes firm includes building them the third week in January. <br />He said two horse shows are scheduled the end of March, and that is <br />the first time they plan to use the new barns. <br />MOTION, passed <br />Mr. Shannon moved and Mrs. Toussaint seconded to receive <br />and file the request from the Red River Valley Fair <br />Association for the construction of buildings, and direct <br />the efforts toward completing a lease agreement at the <br />soonest possible opportunity with the parties involved. <br />Discussion: Mr. Eckert favored issuing the permit today. <br />Mr. Wieland suggested that the County begin reviewing the <br />proposed lease in the next 7-14 days, and he called for a <br />special meeting with the State's Attorney on January 13, <br />1992, at 8:30 AM in the Commission Room. Mr. Goff said he <br />will review the proposed lease prior to Monday's meeting. <br />Mr. Garaas said he plans to attend the January 13th <br />meeting, and he invited County Commissioners to attend the <br />January 14th meeting of the Red River Valley Fair <br />Association at 7:00 PM. Motion carried on roll call vote <br />with four members voting "Aye" and Mr. Eckert opposing. <br /> <br />26. DEPARTMENT WORK PLANS, Received and filed/not all received <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Shannon seconded to receive <br />and file the work plans from Auditor, Clerk of District <br />Court, County Commission, County Coordinator, Sheriff, Data <br />Processing, Maintenance Department, Planning Department, <br />Register of Deeds, Superintendent of Schools, Tax Director, <br />Treasurer and Weed Control; noting that work plans have <br />not yet been received from Child Support Enforcement Unit, <br />County Court, Disaster Emergency, Extension Services, Human <br />Resources, Jail and Juvenile Center, Roads and Bridges, <br />Social Services, States Attorney, Vector Control, Veterans <br />Service; and that a special Commission meeting be set for <br />January 21, 1992, at 8: 30 AM in the Commission Room to <br />review/amend work plans as necessary for consensus. In <br />addition, the first progress report is due from the <br />portfolio commissioner at the first meeting in May. <br />Discussion: Mr. Eckert said he won't be able to review the <br />Road Department work plans with Don Richards, who is ill. <br />Mr. Wieland asked him to work with Steve Grindberg, Road <br />Department, and with County Coordinator Bonnie Johnson. On <br />roll call vote, motion carried unanimously. <br />
