<br />Comm. Minutes--January 6, 1992 802 <br /> <br />24. CHILD SUPPORT ENFORCEMENT, Salary request <br />Adair Boening, Interim Director of the Regional Child Support <br />Enforcement Unit, requested permission to hire David L. Carlson for <br />the posi tion of investigator in the Regional Child Support Enforcement <br />Unit at an annual salary of $23,000, which is $1,346 above the minimum <br />of the salary range for the position. She said Mr. Carlson has <br />exceptional experience in the field of child support enforcement <br />collections and investigation. <br /> <br />Mr. Wieland noted that this was a half-time position last year and is <br />now full-time. He asked if Mrs. Boening contacted the Sheriff's <br />Department about using their investigative department prior to hiring, <br />and she said she didn't. <br /> <br />Mr. Shannon said there are presently three categories of invest igators <br />and the Commission is not sure how the Ernst & Young classification <br />study will address this. Mrs. Toussaint is also concerned about this <br />and suggested waiting for the classification study from Ernst & Young. <br />Salary-related requests were not approved earlier today at a meeting <br />of the Human Resource Overview Committee for the Sheriff, State's <br />Attorney and Road Department, Mr. Shannon said. <br /> <br />Mr. Risher asked what salary Mr. Carlson would accept, and Mrs. <br />Boening said he was shown the salary range for pay grade 20, and he <br />has tentatively agreed to start work next Monday. Mr. Goff thinks the <br />County would be put in a difficult position by advertising a job at <br />a specific salary or salary range and then re-classifying the position <br />a month later. Mrs. Boening said she is asking that the starting <br />salary for this individual be higher than the minimum of the salary <br />range, based on his job qualifications, not based upon the <br />classification of the position. <br />MOTION, failed <br />Mr. Risher moved and Mr. Eckert seconded that Adair <br />Boening t Interim Director of the Regional Child Support <br />Enforcement Unit, be authorized to hire David L. Carlson <br />for the position of investigator in the Regional Child <br />Support Enforcement Unit at an annual salary of $23,000. <br />The motion failed on roll call vote with Mr. Eckert voting <br />"Aye" and four members opposing. <br /> <br />MOTION, passed <br />Mr. Shannon moved and Mrs. Toussaint seconded to offer the <br />position of investigator in the Regional Child Support <br />Enforcement Unit to David L. Carlson at an annual salary of <br />$21,654, which is the entry level for the position. On <br />roll call vote, motion carried unanimously. <br /> <br />25. RED RIVER VALLEY FAIR, Proposed lease agreement <br />Red River Valley Fair Association President Kyle Anderson, Attorney <br />Jonathan Garaas and Bruce Olson, Manager of the Red River Valley <br />Fairgrounds were present to request building permits for the <br />construction of two horse barns on the fairgrounds. The Commission <br />Chairman received a proposed quit claim deed and proposed agreement <br />between Cass County and the Red River Valley Fair Association from <br />Hr. Garaas just before today' s meeting started. State's Attorney John <br />Goff received a copy of both documents today also. <br />
