PERSONNEL POLICY, Changes adopted for posting as recommended by Human <br />Resource Overview Committee <br />MOTION, passed <br />Mr. Risher moved and Mr. Eckert seconded that Policy 7.40 <br />(hours of overtime/compensation time), page 3 of 3, be <br />changed as follows: Employees who have requested the use <br />of their compensatory time off shall be permitted to use <br />such time within a reasonable period of time of making the <br />request so long as the use of the compensatory time does <br />not unduly disrupt the operations of the department or the <br />County. Employees are required to use compensatory time <br />prior to utilization of annual leave. On roll call vote, <br />motion carried unanimously. <br /> <br />19. CASS COUNTY CHARTER, Presentation by Charter Commission <br />A proposed home rule charter for Cass County was presented by John T. <br />Korsmo, Chairman of the Cass County Charter Commission. The other <br />four Charter Commissioners were also present as follows: Michael B. <br />Unhjem, Jay R. Lindgren, Carolyn C. Nelson and Joseph A. Nelson. <br />Mr. Korsmo commended the Board of County Commissioners for taking a <br />long-term look into the future and initiating the home rule process. <br /> <br />Mr. Korsmo suggested that the ballot question be presented to the <br />voters of Cass County at the June, 1992, primary election as follows: <br /> <br />"Should the County of Cass adopt the Home Rule Charter as <br />published in the official newspaper on the date of <br />(suggested date of April 9 or 10, 1992)?" <br /> <br />MOTION, passed <br />Mr. Shannon moved and Mrs. Toussaint seconded that Cass <br />County proceed with plans to publish the document, "Cass <br />County, North Dakota, Home Rule Charter," and to provide <br />public education on the charter's content and present the <br />charter to the electorate on the June 9, 1992, ballot for <br />their consideration; and that the language of the ballot <br />reflect the language outlined by Mr. Korsmo. On roll call <br />vote, motion carried unanimously. <br /> <br />The County Commission should have asked for public input before voting <br />today, according to Jeannette Stanton, Fargo. Mr. Wieland said the <br />County Commission didn't take action to approve or disapprove the home <br />rule charter but the action is to refer it to the voters on June 9, <br />1992. Two hearings were held by the Charter Commission as well as <br />numerous public meetings, and he said there will be an educational <br />process prior to the primary election. <br /> <br />20. <br /> <br />REDISTRICTING, County Commission Districts established <br />States Attorne)' John Goff reported on committee meetings of <br />Redistricting Board.
