Comm. Minutes--December 16, 1991 ?93 <br /> <br />Mr. Shannon suggested a task force plan so the Commission can deal <br />with this by setting policy on how software is developed, and he will <br />pursue this. <br /> <br />19. <br /> <br />COMMISSION MEETINGS, 1992 organizational format MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to adopt 1992 <br /> schedule of meetings as the 1st and 3rd Monday of each <br /> month (Tuesday if Monday is a holiday) at 3:30 PM, <br /> and special meetings as called; to adopt Robert's Rules of <br /> Order for conducting meetings and appoint Commission <br /> Secretary Joyce Schepp as parliamentarian for Cass County <br /> Commission proceedings; and to place on the consent agenda <br /> for the first meeting in January the following slate of <br /> officers for 1992: Commissioner Alon Wieland as Chairman <br /> and Commissioner Pepper Toussaint as Vice Chairman, and <br /> that the Chairman and Vice Chairman will include portfolio <br /> assignment recommendations at that time. On roll call <br /> vote, motion carried unanimously. <br /> <br />20. <br /> <br />PERSONNEL POLICY MANUAL, Changes in military and vacation leave <br /> MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to approve <br /> posting personnel policy manual changes for adding a <br /> section on military leave and allowing an emergency clause <br /> on vacation carry-over in Section 6.00. <br /> Discussion: On the vacation carry-over, Mr. Montplaisir <br /> suggested adding language as underlined so that annual leave <br /> over 240 hours may be carried over year end in cases of extreme <br /> hardship or emergency with prior approval from the county <br /> commission. <br /> AMENDED MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to amend the <br /> motion to include the underlined language mentioned by <br /> Mr. Montplaisir. Motion carried on the amended motion. On <br /> roll call vote, motion carried unanimously. <br /> <br />21. <br /> <br />PERSONNEL POLICY MANUAL, Vacation carry-over <br />A written request was received on this date from Deanna Kensrud, <br />Register of Deeds, to allow two employees to carry-over to next year <br />their vacation hours in excess of 240 hours because of the office <br />being busy the past several months. It was the consensus of <br />Commissioners that employees should be encouraged to use earned <br />vacation days and department heads need to plan for this. <br /> <br />County policy will be changed to allow for an emergency clause on <br />carry-over of vacation hours due to circumstances where the department <br />head is sick and not in the office, as in the case of Steve Grindberg, <br />Road Department employee. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to allow <br /> carry-over of vacation hours in excess of 240 hours, in <br /> accordance with County policy, for Steve Grindberg in the <br /> Road Department because of the engineer being out of the <br /> <br /> <br />
