Mrs. <br />Toussaint talked to Extension Agent Brad Cogdill and she sees a need <br />for clarification on the bill. <br /> <br />Mr. Wieland said County Coordinator Bonnie Johnson obtained a $10,000 <br />grant regarding the home rule issue. Ms. Johnson sent information on <br />a $30,000 grant for a timber bridge project to the Road Department, <br />and Mr. Eckert said Steve Grindberg is studying this. <br /> <br />Mr. Wieland will provide commissioners with copies of 1991 resolutions <br />from the annual North Dakota Association of Counties and County <br />Commissioners Association convention held in Fargo in November. <br /> <br />The Fargo Police Department asked Mr. Wieland for funds from Cass <br />County's share of maintenance on the law enforcement regional training <br />center. He asked them to send a current financial statement to the <br />County Auditor before the Commission acts on the request. <br /> <br />Mr. Wieland will respond to a letter from Mark Valovage of West Fargo <br />regarding a traffic signal in Harwood near the school. <br /> <br />Mr. Shannon asked Mr. Wieland to respond to a letter from the Federal <br />Highway Administration regarding traffic signal lights on Tenth Street <br />South near the Courthouse. <br /> <br />Mr. Eckert wondered if the Red River Valley Fair Association asked to <br />get on the Commission agenda to request permission to build two horse <br />barns, and Mr. Shannon said he responded to the letter saying matters <br />such as this should be considered after a lease agreement is signed <br />and that he understands legal counsel is working on this. If someone <br />asked to get on the agenda, Mr. Eckert said they should be allowed to <br />or it should be a Commission decision. Regarding a proposed lease <br />agreement, Mr. Goff said he has met with legal counsel for the Red <br />River Valley Fair and Bonanzaville, and last week, he received a draft <br />lease agreement from the attorney for Bonanzaville. It is his <br />understanding that the attorney for the Red River Valley Fair intends <br />to submit a draft lease from their standpoint but that hasn't been <br />received yet. He said these are only proposals at this point, and he <br />hasn't taken any actions on the part of the county. <br /> <br />The County Coordinator was asked to have a sign posted near the street <br />at the east entrance of the Courthouse directing patrons who need a <br />handicap-accessible entrance to use the middle doors on the west side <br />of the Courthouse. <br /> <br /> <br />
