COMMITTEE REPORTS, Extension Services/Lake Agassiz Regional co- location; grants; County Commissioners Association resolutions; Regional Training Center maintenance; traffic signal lights/Harwood and Tenth Street South in Fargo; accessing agenda; signs Steve Risher talked to Joe Cascalenda about co-location of extension services, regional councils and economic development entities. Mrs. Toussaint talked to Extension Agent Brad Cogdill and she sees a need for clarification on the bill. Mr. Wieland said County Coordinator Bonnie Johnson obtained a $10,000 grant regarding the home rule issue. Ms. Johnson sent information on a $30,000 grant for a timber bridge project to the Road Department, and Mr. Eckert said Steve Grindberg is studying this. Mr. Wieland will provide commissioners with copies of 1991 resolutions from the annual North Dakota Association of Counties and County Commissioners Association convention held in Fargo in November. The Fargo Police Department asked Mr. Wieland for funds from Cass County's share of maintenance on the law enforcement regional training center. He asked them to send a current financial statement to the County Auditor before the Commission acts on the request. Mr. Wieland will respond to a letter from Mark Valovage of West Fargo regarding a traffic signal in Harwood near the school. Mr. Shannon asked Mr. Wieland to respond to a letter from the Federal Highway Administration regarding traffic signal lights on Tenth Street South near the Courthouse. Mr. Eckert wondered if the Red River Valley Fair Association asked to get on the Commission agenda to request permission to build two horse barns, and Mr. Shannon said he responded to the letter saying matters such as this should be considered after a lease agreement is signed and that he understands legal counsel is working on this. If someone asked to get on the agenda, Mr. Eckert said they should be allowed to or it should be a Commission decision. Regarding a proposed lease agreement, Mr. Goff said he has met with legal counsel for the Red River Valley Fair and Bonanzaville, and last week, he received a draft lease agreement from the attorney for Bonanzaville. It is his understanding that the attorney for the Red River Valley Fair intends to submit a draft lease from their standpoint but that hasn't been received yet. He said these are only proposals at this point, and he hasn't taken any actions on the part of the county. The County Coordinator was asked to have a sign posted near the street at the east entrance of the Courthouse directing patrons who need a handicap-accessible entrance to use the middle doors on the west side of the Courthouse.
