Minutes--December 16, 1991 792 <br /> <br />NORTH CASS WATER RESOURCE DISTRICT 3 year terms <br />Robert Thompson, Page <br /> <br />SOUTHEAST HUMAN SERVICES - 2 year terms <br />Alon Wieland, West Fargo <br />Adeline Hartl, Alice <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to include <br />five Cass County Commissioners as part of the standing <br />committee of the Road Advisory Committee, and rotational <br />members being Don Richards and Steve Grindberg from the <br />Road Department; Gordon Blixt representing Cass County <br />Township Officer's Association; Robert Brodshaug <br />representing Cass County water resource districts; and Tom <br />Fischer representing the Cass County Planning Commission. <br />AMENDED MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to amend the <br />motion so that terms of the rotational members will be for <br />two years. Motion carried on the amended motion. On roll <br />call vote, motion carried unanimously. <br /> <br />18. <br /> <br />COUNTY COURT, Data processing needs <br />Judge Frank Racek illustrated the manual steps that each bail refund <br />follows through the county system, in what he calls "the bail trail." <br />The process involves several other departments besides County Court. <br />He said this shows the need for departments to work together, and he <br />asked for help from the Commission on what direction to take <br />concerning computer software. He said he will have to hire additional <br />help next spring if steps aren't taken to promote more data processing <br />in County Court. <br /> <br />Judge Racek suggested that Cass County solicit proposals from the <br />County's data processing department, the State of North Dakota on the <br />Burleigh County package, JALAN or any other interested parties; asking <br />all of them to personally view the situation in Cass County before <br />making a proposal, which Judge Racek said should include nine data <br />processing priorities outlined by him in March, 1991. <br /> <br />Mike Steiner, Cass County Data Processing Director, was present and <br />said he is willing to work with anyone after some priorities are <br />established. He said programming for a bail project was completed in <br />June, 1991, but Judge Racek said that program still requires his staff <br />to input data which other departments have already done. He said it <br />would be helpful to have the Sheriff's receipt go directly to the <br />Treasurer's Office, and Mr. Steiner said that wouldn't be a major <br />modification. <br /> <br />There was adequate staff three years ago to handle manual type <br />procedures in his department, State's Attorney John Goff said, but now <br />is the time to make some decisions and possibly not look at a solution <br />county-wide because integration hasn't been accomplished so far. <br /> <br />Mr. Steiner did agree with Judge Racek that the County should look at <br />the whole picture, and he asked for help from the Commission on what <br />direction to take. Mr. Risher stressed communication and suggested <br />trying the bail program that was developed. <br /> <br /> <br />
