Minutes--December 16, 1991 791 16. that Steve Grindberg be acknowledged as charge of the Cass County Road Department. vote, motion carried unanimously. the person in On roll call MILL LEVY FUNDS, Senior Citizens, Historical Society The County Commission received budget proposals for 1992 for senior citizen mill levy funds and for historical mill levy funds, but didn't designate what the funds would be used for, according to County Auditor Michael Montplaisir. He suggested publishing a request for proposals to give affected agencies an opportunity to use the funds. MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to authorize the publication of the request for proposals for services to senior citizens in Cass County during 1992; and to authorize the publication of the request for proposals for funds raised by the historical mill levy in Cass County for 1992. Anna Powers from Leonard was present and said she believes the rural senior citizen clubs understand this process as they have been working with the County Auditor. On roll call vote, motion carried unanimously. 17. BOARD APPOINTMENTS Commissioners were given a list of terms expiring on various boards. Applications for reappointment were received from incumbents only. One term on each of the four water resource district boards expires December 31, 1991, and Mr. Wieland asked the State's Attorney if the Cominission could reappoint the members for one year terms instead of three year terms with the idea that the county intends to seek legislative changes which would allow for one water resource district in the county instead of four. However, Mr. Goff said any change should follow legislative change since the terms are set by statute. There will be one vacancy on the County Planning Commission as of January 1st from Commission District #2, and Mr. Risher said he will provide a name at the first meeting in January.
