Minutes--December 16, 1991 789 ROAD AUDIT IMPLEMENTATION Members of the County Commission met earlier today with County Road Superintendent Steve Grindberg, in the absence of County Engineer Don Richards, to review the Road Department's December llth, 1991, response to the audit conducted by Charles Bailly and Company. Mr. Richards was absent for medical reasons. MOTION, passed Mr. Wieland moved and Mrs. Toussaint seconded that the recommendations of the Organizational and Operational Review made by Charles H. Pope, CPA, and Jim B. Clikeman, CPA of Charles Bailly & Company be implemented as follows: The County Engineer will immediately begin making plans to submit monthly reports to the County Commission as outlined in EXHIBIT 1 of the ORGANIZATIONAL AND OPERATION REVIEW (PHASE II). The County Engineer will have prepared and be able to discuss the reports indicated on pages 4 and 5 of EXHIBIT 1 (Construction Project Status Report and Maintenance Project Status Report) at the January 21, 1992 County Commission meeting. The County Engineer will immediately begin to utilize the form outlined on page 6 of EXHIBIT 1 (Bid Comparison Report) for any project over $30,000 projected total cost (including overhead). This form is to be submitted to and approved by the County Commission prior to approving bids or start of work by county forces. The County Engineer will immediately begin to utilize forms on pages 7 and 10 of EXHIBIT 1 (Labor Status Report and Overhead Factor Computation). The completed forms for 1991 are to be submitted to the County Commission at the January 21, 1992 County Commission meeting. The County Commission approves the Job Description and Specific Job Standards as outlined in EXHIBIT 2A and 2B for the County Engineer position. Future performance evaluations will be based upon the Job Description and Specific Job Standards. Ce The CCRD (Cass County Road Department) will concentrate on the functional areas of maintenance of existing roads/facilities, engineering for construction projects, and traffic control and signing. The CCRD will develop Engineer's Estimates on all construction and major maintenance projects (those over $30,000) and prepare bid specifications for all such projects. The CCRD will plan and document the major projects to be worked on in 1992 by February 17, 1992. The CCRD will submit a plan and cost estimates for all major projects for the future years at the time they submit their preliminary budgets each year. Ail projects with an estimated cost of over $30,000 must be put out on bids. The CCRD may bid on projects over $30,000, providing the CCRD is able to complete the project utilizing the current staff and equipment.
