Comm. Minutes--December 16, 1991 788 <br /> <br />service providers. The agency will effectively steward all <br />resources and will be responsible to the taxpayers to <br />demonstrate fiscal accountability within established <br />financial constraints. On roll call vote, motion carried <br />unanimously. <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to approve the <br />Emergency Funding policy, as adopted by the Cass County <br />Social Service Board. On roll call vote, motion carried <br />unanimously. <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to approve the <br />following Cass County Social Service contracts as approved <br />by the County Social Service Board: <br /> <br /> a. Therapeutic/Shelter Care with NDDHS <br /> b. Home Health Aide with Fargo Community Health <br /> Center ($40,000) <br /> c. Homeless Health Care with Fargo Community Health Care <br /> ($10,000) <br /> d. Optimal Pregnancy Outcome Program with Fargo Community <br /> Health Care ($4,760) <br />On roll call vote, motion carried unanimously. <br /> <br />]0. <br /> <br />BUDGET AMENDMENT/County Court Juror Expense MOTION, passed <br /> Mr. Risher moved and Mr. Wieland seconded that $15,000 from <br /> the contingency budget be reallocated to County Court Juror <br /> Expense for the 1991 budget cycle. On roll call vote, <br /> motion carried unanimously. <br /> <br />11. <br /> <br />CONTRACT, Jail financing improvement MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to authorize <br /> the Chairman to sign a resolution and loan agreement for <br /> financing County Jail improvements, according to documents <br /> provided by the County Auditor. On roll call vote, motion <br /> carried unanimously. <br /> <br />12. <br /> <br />CONTRACT, NSP electric service agreement MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to authorize the <br /> Chairman to sign a five-year agreement with Northern States <br /> Power Company for Energy-Controlled Service, for a savings <br /> to Cass County of approximately $36,000 per year. On roll <br /> call vote, motion carried unanimously. Mr. Shannon said <br /> this was one of the recommendations from the detailed study <br /> of the physical plant that began about one year ago. <br /> <br />13. <br /> <br />SOCIAL SERVICES, Poverty conference funding MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to authorize <br /> the Director of Social Services to allocate $1,000 for a <br /> donation to the Poverty Conference from the 1991 agency <br /> staff development line item. On roll call vote, motion <br /> carried unanimously. <br /> <br /> <br />
