Minutes--December 2, 1991 783 <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Wieland seconded to authorize <br />Charlotte Sandvik, acting Human Resource department head, <br />to allow overtime from the Human Resource budget for the <br />following employees: Kathy Larsen and Jerry Skjonsby from <br />Social Services and Carol Rehder from Sheriff's Department. <br />On roll call vote, motion carried unanimously. <br /> <br />County Coordinator Bonnie Johnson said performance evaluation training <br />seminars were conducted last week by David Glaspell of Corporate Human <br />Services, Inc. It became apparent that more than one-hal f of all <br />county employees don't have stated performance standards, and it would <br />be difficult to implement a performance evaluation form on a universal <br />basis at this time. She recommended that performance standards be <br />adopted for all employees and that department heads or supervisors <br />proceed with evaluations about mid-year. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Eckert seconded that if <br />individual employee performance objective standards were <br />not established in 1991, such goals shall be established by <br />January 30, 1992, to allow the formal evaluation process to <br />begin in 1992. However, this addendum is not meant to <br />eliminate the evaluation process in those offices with <br />established performance goals. Salary adjustments may be <br />wi thheld by a department head if an employee has had <br />significant documented performance problems. On roll call <br />vote, motion carried unanimously. <br /> <br />16. SHERIFF DEPARTMENT, Request for temporary ~rade classification chan~e <br />withdrawn <br />Glenn Ellingsberg from the Sheriff's Department requested approval for <br />a temporary grade classification change for Cindy Bustad while she <br />performs the work of another employee, who is on sick leave, in <br />accordance with County personnel policy, Section 7.20. However, <br />Mr. Shannon said it appears this would result in a decrease in pay <br />since policy states the employee will be paid at the entry or minimum <br />level of the higher classification, and this would be less than <br />Ms. Bustad is receiving in her current grade level. After reviewing <br />the situation further, Mr. Ellingsberg withdrew the request. <br /> <br />17. EXTENSION SERVICES, REGIONAL COUNCILS, ECONOMIC DEVELOPMENT ENTITIES, <br />Co-location discussed <br />Commissioners received information on a requirement for co-location <br />of regional councils, small business development centers, small <br />business management programs and area extension services, and other <br />regional development entities by July 1, 1992. Mrs. Toussaint said <br />it appears that Lake Agassiz Regional Council (LARC) would submit a <br />plan before January 1, 1992, but she isn't sure that Irv Rustad, <br />Executive Director of LARC, plans to do this according to a copy of <br />his letter to the Department of Economic Development & Finance <br />Director, dated October 3, 1991. <br /> <br />Mr. Eckert is meeting with the Soil Conservation Service about this <br />topic at 1:30 PM on Thursday. Mr. Wieland will contact the sponsor <br />of the bill, and Mr. Risher will talk to the State Department of <br />Economic Development & Finance. Mrs. Toussaint intends to discuss <br />the situation with Brad Cogdill, Cass County Extension Services. <br />
