Minutes--December 2, 1991 782 <br /> <br />The County Auditor's Office, Data Processing, and the CCRD <br />will work on getting the Job Costing system and the General <br />Ledger system interfaced by the end of the first quarter of <br />1992. The Commission will allow funds needed for <br />consulting services by this group to accomplish the <br />interface be paid by the CCRD out of their 1992 budget. <br />Motion failed for lack of a second. <br /> <br />MOTION, failed <br />Mrs. Toussaint then moved to delay recommendations of the <br />Organizational and Operation Review of the County Road <br />Department for two weeks, but that all issues be addressed, <br />including management, rock crushing operation, and under- <br />utilization of equipment. Motion failed for lack of a <br />second. <br /> <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to defer the <br />recommendations of the Organizational and Operation Review <br />of the County Road Department for two weeks until Don <br />Richards, or someone else from the Road Department, reviews <br />the recommendations as presented, and provides his <br />recommendations on the use of equipment, the rock crushing <br />operation and administration in writing on that date also. <br />On roll call vote, motion carried unanimously. <br /> <br />13. SHERIFF DEPARTMENT, Grant awards for D.A.R.E./Narcotics Investi~ation/ <br />Alternative Sentencin~ <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to authorize <br />the County Auditor to sign the award acceptance for three <br />grants the Sheriff's Office has received through Narcotics <br />Control Funding, as reviewed by the State's Attorney; and <br />authorize the Commission Chairman to sign the certification <br />regarding the debarment and lobbying, the matching dollars <br />for said grants being in the Sheriff Department budget. On <br />roll call vote, motion carried unanimously. <br /> <br />14. PARKING LOT POLICY, Enforcement by Sheriff's Office <br />Commissioners were in agreement that the Sheriff enforce the county <br />parking lot policy, with first and second violations being in the form <br />of a warning and the third violation will result in the towing of said <br />vehicle at owner's expense. The policy will also be enforced as posted <br />on the former Gethsemane Cathedral parking lot east of the Courthouse. <br /> <br />15. HUMAN RESOURCES, CBI payroll a~reement/Overtime authorized for payroll <br />functions/Performance evaluation addendum <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to authorize <br />Charlotte Sandvik to negotiate, together with advice of <br />counsel and others as needed, an agreement with CBI <br />(Central Billing, Inc.) to perform necessary payroll <br />functions until suitable help is hired by Cass County or <br />until a long-term solution has been adopted. On roll call <br />vote, motion carried unanimously. <br />
