Minutes--December 2, 1991 782 The County Auditor's Office, Data Processing, and the CCRD will work on getting the Job Costing system and the General Ledger system interfaced by the end of the first quarter of 1992. The Commission will allow funds needed for consulting services by this group to accomplish the interface be paid by the CCRD out of their 1992 budget. Motion failed for lack of a second. MOTION, failed Mrs. Toussaint then moved to delay recommendations of the Organizational and Operation Review of the County Road Department for two weeks, but that all issues be addressed, including management, rock crushing operation, and under- utilization of equipment. Motion failed for lack of a second. MOTION, passed Mr. Risher moved and Mr. Wieland seconded to defer the recommendations of the Organizational and Operation Review of the County Road Department for two weeks until Don Richards, or someone else from the Road Department, reviews the recommendations as presented, and provides his recommendations on the use of equipment, the rock crushing operation and administration in writing on that date also. On roll call vote, motion carried unanimously. 13. SHERIFF DEPARTMENT, Grant awards for D.A.R.E./Narcotics Investi~ation/ Alternative Sentencin~ MOTION, passed Mr. Wieland moved and Mrs. Toussaint seconded to authorize the County Auditor to sign the award acceptance for three grants the Sheriff's Office has received through Narcotics Control Funding, as reviewed by the State's Attorney; and authorize the Commission Chairman to sign the certification regarding the debarment and lobbying, the matching dollars for said grants being in the Sheriff Department budget. On roll call vote, motion carried unanimously. 14. PARKING LOT POLICY, Enforcement by Sheriff's Office Commissioners were in agreement that the Sheriff enforce the county parking lot policy, with first and second violations being in the form of a warning and the third violation will result in the towing of said vehicle at owner's expense. The policy will also be enforced as posted on the former Gethsemane Cathedral parking lot east of the Courthouse. 15. HUMAN RESOURCES, CBI payroll a~reement/Overtime authorized for payroll functions/Performance evaluation addendum MOTION, passed Mr. Risher moved and Mrs. Toussaint seconded to authorize Charlotte Sandvik to negotiate, together with advice of counsel and others as needed, an agreement with CBI (Central Billing, Inc.) to perform necessary payroll functions until suitable help is hired by Cass County or until a long-term solution has been adopted. On roll call vote, motion carried unanimously.
