On unanimously. and Mr. Risher through #32,198 roll call vote, seconded to approve as reviewed by motion carried 19. NACO CONVENTION, EAST CENTRAL MEETING, JAIL STAFF GRIEVANCE UPDATE, CDBG PROGRAM, VECTOR CONTROL PORTFOLIO, REDISTRICTING UPDATE, Committee reports Bonnie Johnson outlined events of the National Association of Counties executive board meetings being held in Fargo this week. Mr. Wieland said the East Central Commissioners Association is meeting in Cooperstown December 9th, at 10:00 AM. Anyone wanting to ride with him should call him before Monday morning. An update on the jail staff grievance was scheduled for this date, but Mr. Wieland said it is on hold until after the consultant completes the county classification interviews. He will bring the topic up from time to time for updates. Mr. Wieland said he will contact Shirley Dykshoorn, Director of the Office of Intergovernmental Assistance, about Cass County's concerns on the Community Development Block Grant program (CDBG). Mr. Eckert questioned why he received a copy of a letter from the Human Resources Department to Joel Young, Vector Control Director, concerning the County's health insurance plan. Mr. Montplaisir said he assumed Mr. Eckert is the Vector Control portfolio commissioner because he has Weed Control and Road Department portfolios. Mr. Montplaisir reported on progress of reorganizing election precinct boundary lines and said the deadline for completion is January 6, 1992. 20. CORRESPONDENCE, Received and filed MOTION, passed Mr. Wieland moved and Mr. Risher seconded to receive and file correspondence outlined by the secretary as follows: Motion carried copy of letter from State's Attorney appointing Wayne Solberg as Special Assistant State's Attorney for purposes of collection of unpaid taxes and special assessments by attaching rent from the properties which have delinquent taxes owing pursuant to Chapter 57-22, NDCC; copy of suggested road supply bid opening dates from the ND Suppliers Committee (referred to County Engineer); letter from North Dakota Association of Counties thanking Cass County for helping make the 1991 convention a success;
