Comm. Minutes--November 18, 1991 i76 <br /> <br />West Fargo improves Sheyenne Street. The City of West Fargo will be <br />the lead agency and they need to make application for state and <br />federal funding. Mr. Eckert said the State of North Dakota is doing <br />the engineering and bidding because of interchange work in this area. <br /> <br />Mr. Shannon suggested taking out language in paragraph 3 of the <br />proposed agreement which indicates the project will be shared on a <br />"pro rata basis." Mr. Wieland said the County will not be paying for <br />work beyond the rural section, but paragraph 3 refers to dividing the <br />cost of replacing the bridge since the City of West Fargo annemed to <br />the center of the river. If the City of West Fargo wants to have <br />lighting, curb and gutter beyond the city limits, it will be their <br />obligation and at their expense. <br /> <br />Commissioners recommended referring the intent of this proposed <br />agreement to State's Attorney John Golf to draft a document, in the <br />most expedient manner as possible, that protects county interests. <br /> MOTION, p~ssed <br /> Mr. Eckert moved and Mr. Wieland seconded to authorize the <br /> Chairman to sign an agreement, to be prepared by the States <br /> Attorney, between the City of West Fargo and Cass County to <br /> participate in funding Sheyenne Street improvements for the <br /> rural section from the Sheyenne River south to Interstate <br /> 94 that is designated as county road, with 10-mill levy <br /> funds. Mr. Golf will be in Bismarck the rest of this week <br /> but will prepare a document the first part of next week. <br /> On roll call vote, motion carried unanimously. <br /> <br />15. <br /> <br />HUMAN RESOURCES, Structure of department determined <br />Kathy Hogan said the Human Resources Overview Committee is requesting <br />follow-up of their plan to restructure the Human Resources Department <br />and requests permission to begin the recruitment process for a part- <br />time secretary. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded that the Cass <br /> County personnel office be staffed as recommended by the <br /> Human Resources Overview Committee with one personnel <br /> technician/coordinator and a half-time clerical position, <br /> and that the task group which studied staffing options <br /> draft a Positions Analysis Questionnaire (PAQ) for both <br /> positions for classification by Ernst and Young; and <br /> further, that the Human Resources Overview Committee be <br /> authorized to recruit and hire a Secretary II, pay grade <br /> 11, for the Personnel/pool clerical position. On roll call <br /> vote, motion carried unanimously. <br /> <br />16. <br /> <br />SOCIAL SERVICES, Staff commendation MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to write a <br /> letter of commendation to Social Services employees Jerry <br /> Skjonsby and Elisabeth Schiltz for their exemplary <br /> leadership and effort in the development of the Cass County <br /> Welfare Fraud program. Motion carried. <br /> <br />]7. <br /> <br />COMMITTEE REPORTS <br />Mr. Wieland reported on the success of the North Dakota Association <br />of Counties and State County Commissioners convention held last. week <br /> <br /> <br />
