Comm. Minutes--November 18, 1991 775 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded that the <br />Sheriff's Department shall remove five vehicles from the <br />fleet when the new vehicles are available so as not to <br />increase the current total fleet. On roll call vote, <br />motion carried unanimously. <br /> <br />12. <br /> <br />CLEANING COMMITTEE, Recommendation on bid specifications <br />The County's cleaning committee believes the county can save money by <br />extending the contract for cleaning county buildings to a three-year <br />period rather than an annual contract, according to Glenn Ellingsberg, <br />Chairman of that committee. Purchasing and contracting for cleaning <br />floor mats may also save money, according to the committee. MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded to authorize the <br /> County Auditor to request proposals for cleaning county <br /> buildings as specified by the cleaning committee, proposals <br /> to be received by November 27th at 4:30 PM and to be placed <br /> on the December 2nd agenda for Commission action; and that <br /> existing paper towel dispensers be replaced with automatic <br /> roll towel dispensers of the type used in the first floor <br /> rest rooms. On roll call vote, motion carried unanimously. <br /> <br />13. <br /> <br />METROPOLITAN HIGHWAY PLAN, Goals, objectives, evaluation criteria/ <br />Tenth Street crossing, Harwood traffic signal discussion <br />Mr. Steve Grabil, Fargo-Moorhead Metropolitan Council of Governments <br />(COG), requested County input on updating the metropolitan highway <br />plan. County Planner Earl Haugen recommended approving the plan and <br />said the County Planning Commission and the County Engineer also <br />recommend approval of the proposed goals and ob3ectives. <br /> <br />Mr. Grabil said this plan doesn't necessarily deal with specifics at <br />this times but Mr. Risher asked about improving pedestrian crossings <br />on Tenth Street between 2nd and 3rd Avenues South. Mr. Wieland thinks <br />some improvements can be made in the next year utilizing some support <br />from the State Highway Department. Mr. Grabil is willing to assist <br />and suggested working through the City of Fargo's Transportation <br />Technical Advisory Committee. <br /> <br />Mr. Eckert asked about stop signs at Harwood, and Mr. Grabil suggested <br />further study in this area but said no one has asked COG to do <br />anything further. <br /> MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to approve the <br /> goals, objectives and evaluation criteria of the F-M <br /> Metropolitan Highway Plan Update as proposed. On roll call <br /> vote, motion carried unanimously. <br /> <br />14. <br /> <br />ROAD CONSTRUCTION, Portion of County Road 17/Sheyenne Street agreement <br />~r. Eckert proposed a cooperative agreement between the County of Cass <br />and the City of West Fargo, drafted by County Engineer Don Richards, <br />for improvements to County Road 17 and Sheyenne Street between the <br />Interstate-94 interchange and ~ain Avenue in West Fargo. <br /> <br />Mr. Wieland said County Road 17 outside the West Fargo city limits is <br />scheduled for improvement under the county 10-mill road levy, and this <br />agreement would insure that the work is done at the same time that <br /> <br /> <br />
