Minutes--November 18, 1991 774 <br /> <br />ROAD DEPARTMENT AUDIT, Findings reported by Charles Bailly & Com_t~any <br />A stronger communication link will contribute to overall efficiency <br />between the Cass County Road Department and County administration, <br />according to Charles Pope and Jim Clikeman, Charles Bailly & Company, <br />who were present concerning their recent audit of the Cass County Road <br />Department. They provided Commissioners with a copy of a report done <br />in two phases--Phase I being an organizational review and Phase II <br />being the implementation phase. <br /> <br />Recommendations are to 1) develop a mutually agreeable set of <br />objectives between the County Commission and the Road Department, <br />2) develop a set of performance standards for the position of county <br />engineer, 3) assist in development of an expanded set of operations <br />and organizational policies, 4) perform a detailed assessment of the <br />Road Department's fixed assets, and 5) perform a detailed assessment <br />of the Road Department's accounting and data processing functions. <br /> <br />Mr. Shannon said this subject will be scheduled again in an effort to <br />implement some of the recommendations, and he asked Mr. Pope and <br />Mr. Clikeman to be available for consultation during implementation. <br /> <br />10. <br /> <br />HEARING ON 1991 BUDGET AMENDMENTS, Approved as proposed by Auditor <br />The Chairman announced the time and place as advertised for a public <br />hearing on 1991 budget amendments as proposed by County Auditor <br />Michael Montplaisir. No one was present at this time to speak on the <br />subject so the public hearing was closed. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to approve <br /> 1991 budget amendments as proposed by the County Auditor at <br /> the October 21, 1991, regular meeting of the Cass County <br /> Board of Commissioners. On roll call vote, motion carried <br /> unanimously. <br /> <br />11. <br /> <br />SHERIFF DEPARTMENT, Bids awarded for 4-wheel drive vehicles and van <br />Lt. Richard Majerus said bids were opened earlier today in the County <br />Auditor's Office for four marked, 4-wheel drive vehicles and one mini <br />van for the Sheriff's Department as follows: <br /> <br />Gateway Chevrolet <br />Hall GMC <br />W.W. Wallwork <br /> <br />Marked Patrol Vehicles <br /> <br />$18,560.21 each <br />$19,604.00 each <br />$19,285.00 each <br /> <br />Mini Van <br /> <br />$16,133.40 <br />$16,972.00 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to accept the bid <br />of Gateway Chevrolet in the amount of $18,560.21 each for <br />four marked 4-wheel drive vehicles and $16,133.40 for one <br />mini van, as per budget adopted for 1992. <br />Discussion: Mr. Shannon asked if these are replacement <br />vehicles and if so, which vehicles will be replaced. <br />Mr. Majerus said four patrol vehicles will be replaced by <br />either selling them or transferring them to another <br />department in the county if someone else could utilize <br />them. He said the department is not increasing the fleet. <br />On roll call vote, motion carried unanimously. <br /> <br /> <br />
