<br />Comm. Minutes--November 4, 1991 771 <br /> <br />for all county staff who are responsible for performance <br />evaluations. The cost of this agreement may not exceed <br />$2,100. On roll call vote, motion carried unanimously. <br /> <br />18. FLEXIBLE BENEFITS PLAN, Blue Cross-Blue Shield to administer program <br />Mr. Eckert said the County Benefits Committee recommends transferring <br />administration of the flexible benefits plan to Blue Cross-Blue Shield <br />for 1992. The present administrator, American Family Life Assurance <br />Company, agreed last year to administer the plan at no cost to the <br />county and without sell ing their insurance product during regular <br />office hours. For 1992, however, they would charge $20 per employee <br />to review the plan, which would cost about $6,000; or they want an <br />opportuni ty to sell their insurance product during regular office <br />hours when they are reviewing the flexible benefits plan with each <br />employee. <br /> <br />Hr. Montplaisir said there was strong opposition to having one <br />insurance company sell their product to employees during office hours <br />because of giving preference to one insurance company over another and <br />because it may appear to be an endorsement of the insurance product <br />on the part of the county. <br />MOTION, passed <br />Upon recommendation of the County Benefits Committee, <br />Mr. Eckert moved and Mrs. Toussaint seconded to transfer <br />administration of the flexible benefits plan to Blue Cross- <br />Blue Shield at a cost of $2,050 for 1992, to be paid from <br />the county contingency fund. <br /> <br />19. VOUCHERS, Approved <br />Hr. Shannon reviewed vouchers for this month. He called attention to <br />an overload fine in the amount of $1,435.00. Hr. Eckert said he was <br />asked some time ago to find out the cost of a portable scale and he <br />did some research on two types of scales, each one cost ing about <br />$6,000. Mr. Shannon said the pit operation is not cost-effective, <br />according to the recent Road Department audit, which will be presented <br />to the full Commission at the next regular meeting. <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to approve <br />vouchers #30,251 through #31,281. On roll call vote, <br />motion carried unanimously. <br /> <br />20. ASSESSMENT ON SUNFLOWER PLANT, STATE CONVENTION, E-911 MEETING, SOCIAL <br />SERVICES MISSION PLANNING, COUNTY COORDINATOR ACTIVITIES, ROAD POLICY <br />MEETINGS, Committee reports <br />Hr. Hontplaisir reported that Frank Klein attended a meeting in <br />Bismarck concerning assessments on sunflower seed crushing plants In <br />North Dakota. The State Tax Department wants financial assistance to <br />hire a firm to do an appraisal on the three sunflower plants in the <br />State. It is Mr. Klein's position that Cass County's appraisal on the <br />sunflower plant in West Fargo should stand, and Mr. Wieland was in <br />agreement. <br /> <br />Mr. Wieland said a record turn-out is expected for the North Dakota <br />Association of Counties and North Dakota County Commissioners <br />convention being held in Fargo this week. <br />
