<br />Comm. Minutes--November 4, 1991 770 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded that the <br />county coordinator position continue to be filled as a <br />direct Commission appointment at this time. Motion <br />carried on roll call vote with four members voting "Aye," <br />Mr. Eckert opposing. He said he thinks the position is <br />needed but objects to the method of filling the position. <br /> <br />Mr. Wieland recommended offering the permanent position of county <br />coordinator to the current coordinator, Bonnie Johnson, who assumed <br />those duties October 1, 1990. He praised Mrs. Johnson for performing <br />work as assigned and for her ability to represent the Commission's <br />position at meetings. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to offer <br />Bonnie Johnson the permanent position as County Coordinator <br />effective January 1, 1992, at the budgeted salary of <br />$37,500; that the Position Action Questionnaire (PAQ) be <br />completed and included for review in the forthcoming <br />classification study for final salary disposition. On roll <br />call vote, motion carried unanimously. <br /> <br />16. EMPLOYEE CLASSIFICATION AND COMPENSATION STUDY, Ernst & Youn~ selected <br />Audi tor Michael Montplai s ir said the Human Resource Overv iew Commi t tee <br />recommends the firm of Ernst & Young of Minneapolis to conduct a wage <br />classification study for Cass County employees. He quoted a contract <br />price of $23,000-$27,000, including expenses. <br /> <br />Mr. Montplaisir said all employees will be asked to review and update <br />their Position Analysis Questionnaire (PAQ) or Position Information <br />Questionnaire (PIQ). He said respective department heads must sign <br />and date revised documents. <br /> <br />States Attorney John Goff approved the contract from a legal <br />standpoint and deferred to the committee as to the content. <br /> <br />Mr. Montplaisir said the completion date of the contract was changed <br />to the end of January, 1992, instead of December 31st, 1991, because <br />they are getting a later start than originally planned. <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to approve the <br />"Agreement for Consultant Services" with Ernst & Young, as <br />presented. On roll call vote, motion carried unanimously. <br /> <br />17. EMPLOYEE PERFORMANCE APPRAISALS, Mana~ement trainin~ for supervisors <br />In order to ensure basic supervisory training regarding performance <br />evaluations during November, Kathy Hogan said she contacted three <br />management training firms requesting information on their program, <br />costs and availability. She received proposals from two firms and <br />recommended negotiating a contract with David Glaspell of Corporate <br />Human Services, Bismarck. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Wieland seconded that Michael <br />Montplaisir and Kathy Hogan negotiate an agreement with <br />David Glaspell to provide performance appraisal training <br />
