<br />Comm. Minutes--November 4, 1991 769 <br /> <br />rather than voting members. Mrs. Toussaint said there has <br />been some confusion in the past regarding the roles and <br />relationship between the County Board of Commissioners and <br />the County Social Services Board, but the ultimate decision <br />normally comes back to the County Commission. On roll call <br />vote, motion carried unanimously. <br /> <br />12. APPROACH APPROVED ON COUNTY ROAD 17, Section 6 in Stanley Township <br />Mr. Wieland recommended allowing an approach, as requested by the <br />Southeast Cass Water Resource District, for Mr. Allan Peterson in the <br />SE 1/4 of Section 6, Stanley Township. He said Mr. Peterson is being <br />assessed in the Sheyenne River flood control project for three lots <br />but only has access to one of those lots. Rather than following <br />county policy, which allows one access per one-half mile, Mr. Wieland <br />recommended allowing this one approach to provide access to the other <br />two lots. He said the approach will be subject to meeting <br />specifications of the County Engineer and will be paid for by the <br />property owner. <br /> <br />Mr. Eckert asked if this would change the flood control assessment, <br />but Mr. Wieland did not believe it would. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to allow Allan <br />Peterson to install an approach to County Road 17 from his <br />property in the SE 1/4 of Section 6, Stanley Township, <br />subject to installation of the approach meeting county <br />specifications and the cost of said approach being paid by <br />the property owner. On roll call vote, motion carried <br />unanimously. <br /> <br />13. APPRAISAL OF TAX-FORFEITED LOTS, Hearin~ held <br />The Chairman said this was the time and place designated for a public <br />hearing on appraisal of tax-forfeited lots. No one was present at <br />this time to speak on the matter, and the public hearing was closed. <br /> <br />14. POLICY APPROVED, Disposal of fixed assets <br />Annette Ingulsrud from the County Auditor's Office asked the <br />Commission to adopt a policy for the disposal, transfer or sale of <br />previously tagged fixed assets so that it is a uniform policy for all <br />county departments to follow. She explained the procedure for <br />disposing of fixed assets, as outlined on page 9 of the "Fixed Assets <br />System - User Manual" which she prepared and distributed to all county <br />departments. A copy of said manual is on file in the Auditor's Office. <br />MOTION, passed <br />Mr. Risher moved and Mr. Eckert seconded to approve the <br />fixed assets disposal policy as presented. On roll call <br />vote, motion carried unanimously. <br /> <br />15. COUNTY COORDINATOR POSITION, Appointment of Bonnie Johnson <br />To ensure continuity of services at this time, Mr. Wieland said it <br />wouldn't be in the County's best interests to publicly advertise for <br />new applicants for the county coordinator position. The Commission <br />approved funds for continuation of the position in the 1992 budget. <br />
