Minutes--October 21, 1991 763 <br /> <br />14. <br /> <br />In previous years, Mr. Montplaisir said the Commission has reduced the <br />appraisal to 20% for properties that did not sell in the year they <br />were acquired. He thinks the reason for this was to get the property <br />sold and back on the tax rolls. There are two properties in the City <br />of Casselton from last year's sale list which were reduced this year <br />to 20% of their appraised amount. He recommended not reappraising <br />three lots in the City of Ayr because he doesn't think the sale price <br />of these lots, which is $29.10 each, is the inhibiting factor for the <br />sale of these lots. <br /> <br />Mr. Montplaisir suggested not putting lots from this year's sale list <br />in Forest River, Stanley Township, on the sale list because the lots <br />are in the floodway and, basically, cannot be built on, however, he <br />said this is a Commission decision. As with other property remaining <br />on the sale list after the annual tax sale held the third Tuesday in <br />November, the Commission has offered lots in the past to respective <br />cities and townships where the property is located for $1.00 per lot. <br />County Planner Earl Haugen thinks Stanley Township will be interested <br />in the Forest River lots for that amount of money. Mr. Shannon <br />suggested offering said lots to Stanley Township with understanding <br />that the City of Fargo may be interested in them for park purposes if <br />the township doesn't accept the offer to purchase them. <br /> <br />Tax Director Frank Klein viewed property known as Auditor's Lot 9 in <br />Riverside (now known as West Fargo), and he recommended that the <br />County not take possession of this property. He said it has been used <br />as a dumping ground for building materials because the City of West <br />Fargo apparently ordered the former owner to fill in a pit on the <br />property. Mr. Montplaisir said he has a letter from the State's <br />Attorney saying the County is not mandated to take the property for <br />delinquent taxes. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to appraise <br /> property on the annual sale list for the amounts provided <br /> by the County Auditor; and to remove the Forest River Lots <br /> in Stanley Township and remove Auditor's Lot 9 in Riverside <br /> (now known as West Fargo) prior to advertising the tax sale <br /> list. On roll call vote, motion carried unanimously. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to set the <br /> bearing date for the annual tax sale for November 4, 1991, <br /> at 3:45 PM in the Cass County Commission Room. On roll <br /> call vote, motion carried unanimously. <br /> <br />CLEANING SERVICES, Committee to review specifications, solicit bids <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to appoint a <br /> committee consisting of Glenn Ellingsberg, Deanna Kensrud, <br /> Brad Cogdill, Mary Denis, Don Eckert and Michael <br /> Montplaisir to review solicitations for cleaning services <br /> at the Courthouse, Juvenile Justice Center and former <br /> Sheriff Residence; committee to solicit proposals for <br /> three-year contract for each of the buildings and to make <br /> a recommendation to the County Commission at the November <br /> 18, 1991, meeting. Mr. Eckert asked Mr. Montplaisir to act <br /> as chairman. On roll call vote, motion carried unanimously. <br /> <br /> <br />
