JAIL REMODELING, Finance Committee recommendation accepted on loan MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to accept the recommendation of the County Finance Committee to sign the Authorizing Resolution (#1991-4) for North Dakota Municipal Bond Bank Financing Program Participation for the jail remodeling loan, copy of said resolution being filed in the County Auditor's Office. On roll call vote, motion carried unanimously. DISASTER EMERGENCY SERVICES, 1992 Cooperative Agreement MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to authorize Chairman to sign the 1992 cooperative agreement work plan with the State of North Dakota, Division of Emergency Management. On roll call vote, motion carried unanimously. PERMIT FOR RAFFLES, Chaffee Elementary, Chaffee Lion's, Chaffee School MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to approve raffle permits at the Chaffee School for the following: Chaffee Elementary School on November 4, 1991; for Chaffee Lion's Club on December 5, 1991; and for Chaffee Public School on October 31, 1991. On roll call vote, motion carried unanimously· PERSONNEL POLICY MANUAL, Policy change on rating system MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to ratify Human Resources Overview Committee approval to change the personnel policy manual, Section 7.10, to have a rating of 5 Superior, 4 Exceeds Standards, 3 Fully Meets Standards, 2 Developing, 1 Unacceptable. On roll call vote, motion carried unanimously. EMPLOYEE CLASSIFICATION STUDY, Recommendation delayed on selecting consulting firm Mr. Shannon reported that the Human Resources Overview Committee heard proposals from Charles Bailly and Company and from Ernst & Young concerning a wage classification study for Cass County employees, but they delayed making a recommendation to the County Commission at their last meeting. Mr. Wieiand requested more time to make a decision so the Human Resources Overview Committee will meet again this Friday, October 25th, at 7:30 AM in the County Commission Room. TAX-FORFEITED PROPERTY APPRAISAL A list of property forfeited for non-payment of taxes was provided by County Auditor Michael Montplaisir, along with a letter to the Commission outlining the procedure to be followed.
