<br />Comm. Minutes--October 7, 1991 758 <br /> <br />13. ROAD AND BRIDGE CONCERNS, County Road 22 east of Harwood <br />Mrs. Toussaint said the County Commission has received telephone calls <br />and letters from concerned citizens in the area of the newly <br />constructed bridge east of Harwood on County Road 22. Most recently, <br />a letter was received from the Mayor of Harwood, Tom Stennes. <br /> <br />Mr. Richards said local residents are concerned about the school <br />crossing signals. He said the North Dakota Department of <br />Transportation Safety Department determined the type of signals <br />warranted at this location, and they have federal grant money to pay <br />most of the cost of what they feel is warranted. <br /> <br />Mr. Richards said the next step should be to sit down with the entire <br />city council and explain the county's responsibility to them and <br />explain the State's safety grant funds. Mrs. Toussaint asked him to <br />meet with Harwood res idents in the near future and to contact <br />Mr. Stennes to make the arrangements. Mr. Richards said he has kept <br />the local school officials advised of what is going on, and he said <br />he will call Mr. Stennes to arrange a meeting with them. <br /> <br />The North Dakota Department of Transportation scheduled a ribbon <br />cutting ceremony at the Harwood bridge site at 5:00 PM on October <br />17th, according to Mr. Richards. Former County Commissioner Oscar <br />Sondrall will be invited to attend. <br /> <br />14. PLAT OF CAMERON WISCHER SUBDIVISION, Final plat approved <br />A public hearing was held at this time on the final plat of Cameron <br />Wischer Subdivision located in the northeast quarter of Section 5, <br />Kinyon Township. County Planner Earl Haugen said the plat meets the <br />requirements of the Cass County Subdivision Regulations, has been <br />approved by all entities involved, and is recommended for approval by <br />the Cass County Planning Commission. No one asked to speak at the <br />public hearing. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to approve the <br />final plat of Cameron Wischer Subdivision and allow the <br />Chairman to sign the final plat. Mr. Shannon asked for a <br />disclaimer to be included on plats that Cass County will <br />not assume responsibility for roads, present or future, <br />within subdivisions. He also asked Mr. Haugen about the <br />sewer system, and Mr. Haugen said this will be a part of <br />the permit. The applicant has no objection to adding the <br />disclaimer. On roll call vote, motion carried unanimously. <br /> <br />15. RECYCLING PROGRAM, Contract with Minnkota Recyclin~ <br />When Cass County began a recycling program, there was no charge for <br />the collection of recyclable materials; and the County saved about <br />$70.00 per month in garbage collection fees. Now that the amount of <br />materials being recycled has exceeded the demand for those materials <br />resulting in poor market conditions, according to Minnkota Recycling, <br />they will begin charging Cass County a flat rate of $72.00 per month <br />for recycling services. <br /> <br />Earl Haugen said the County Commission needs to decide whether or not <br />to continue the recycling program at a cost of $72.00 per month. He <br />said he talked to Commissioner Eckert and to the County Maintenance <br />Department about the possibility of the County hauling recyclable <br />
