Minutes--October 7, 1991 759 <br /> <br />materials to Minnkota Recycling rather than paying the collection fee, <br />but they didn't feel they have time and they thought it would require <br />purchasing a new vehicle and lift. <br />MOTION, passed <br />Mr. Eckert moved and Mr. Risher seconded to authorize the <br />Chairman to sign a contract with Minnkota Recycling to <br />collect recyclable materials from the Courthouse and <br />Juvenile Justice Center at a monthly rate of $72.00, <br />subject to the State's Attorney reviewing the contract. <br />Mr. Shannon suggested that the money the County saved when <br />the recycling program began be used to help pay the costs <br />of continuing the program. On roll call vote, motion <br />carried unanimously. <br /> <br />16. PARKING LOT ON FORMER GETHSEMANE PROPERTY, Parkin~ policy followed <br />The Auditor suggested that the Commission adopt a parking policy on <br />the former Gethsemane Cathedral property, now owned by Cass County. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Wieland seconded to direct the <br />Buildings and Grounds Department to properly sign the <br />parking lot on the east end of the former Gethsemane <br />property; to have the Buildings and Grounds Department <br />notify people who use the lot by putting a flyer on the <br />windshield of cars not having a county parking sticker <br />explaining the county parking policy; and to direct the <br />Cass County Sheriff's Department to enforce the parking <br />policy in the parking lot at the east end of the former <br />Gethsemane property starting October 21, 1991. Mr. Wieland <br />asked County Coordinator Bonnie Johnson to prepare a notice <br />explaining the county's parking policy for unauthorized <br />vehicles. On roll call vote, motion carried unanimously. <br /> <br />17. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to approve <br />Vouchers #29308 through #32,250 and Vouchers #30,266 <br />through #30268 for the month of October, 1991. On roll <br />call vote, motion carried unanimously. <br /> <br />18. <br /> <br />COMMITTEE REPORTS, CDBG pro~ram <br />Mr. Wieland will draft a letter for <br />the State's Community Development <br />facilities and housing programs. <br /> <br />Commissioners to sign regarding <br />Block Grants for 1992 public <br /> <br />19. CORRESPONDENCE, Received and filed <br />MOTION, passed <br />Mr. Wieland moved and Mr. Risher seconded to receive and <br />file correspondence outlined by the secretary as follows: <br />Motion carried. <br /> <br />letter from Irvin Rustad, Lake Agassiz Regional Council, <br />informing counties in this region that the construction loan for <br />the regional small business center has been refinanced; <br /> <br />letter from City of Harwood on Cass County Road #22 paving <br />project (referred to County Engineer); <br />
