<br />Comm. Minutes--October 7, 1991 757 <br /> <br />11. UPDATE ON CORRECTIONAL STAFF GRIEVANCE <br />After presentation of the "Final Report, Correctional Staff Grievance" <br />by Model Project Director Scott Kildahl at the September 4th, 1991, <br />Commission meeting, Mr. Wieland said correctional staff employees had <br />an opportunity to meet with Commissioners individually before the <br />report is adopted. Mrs. Toussaint said the main concern expressed to <br />her is training, and Mr. Wieland said this will be a part of the <br />department's future work plans. Sheriff Rudnick said training classes <br />have already begun for newer employees, and he will look at training <br />for other staff after everyone receives the initial training. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to receive and <br />file the "Final Report, Correctional Staff Grievance" as <br />submitted to the Commission by Scott Kildahl. Mr. Wieland <br />said the Commission cannot accept the portion of the report <br />referring to pay grades and correctional staff salaries <br />because of a wage and classification study planned for all <br />county employees. Motion carried. Mrs. Toussaint requested <br />an update on how the report is proceeding, and Mr. Wieland <br />suggested placing this on the agenda again in 60 days. <br /> <br />12. ROAD AND STREET SYSTEM, County aid policy considered <br />County Engineer Don Richards and Commissioner Don Eckert proposed a <br />policy to establish the limits of a county aid road and street system <br />wi thin the cities of Fargo and West Fargo. Mr. Richards said the <br />County does not presently have the type of funding it would require <br />to upgrade the projects in the proposed policy, but he said an <br />organized effort is needed to define areas of responsibility. He <br />suggested adopting this document subject to State's Attorney approval. <br /> <br />Mr. Shannon asked if Mr. Richards is proposing to reconfigure existing <br />county road funds to pay for this, but Mr. Richards said it doesn't <br />affect the present budget. He said the program would need to be <br />reviewed each year and taxes may have to be raised in the future to <br />support such a program. <br /> <br />Mr. Wieland thinks it is premature to adopt such a policy without <br />input from the other entities concerned. Mr. Eckert said he has met <br />with these other cities. <br /> <br />Mr. Shannon said he is interested in road policy but cannot support <br />the potential adoption of a policy without a fiscal note and without <br />addressing smaller cities in the county. Mr. Eckert said meetings <br />have been held with Harwood regarding County Road 22 and this policy <br />addresses that to some extent. The County would be responsible in the <br />same manner, he said. <br />MOTION, failed for lack of second <br />Mr. Eckert moved to adopt "Procedure for Establishment of <br />a County Aid Road and Street System within the Metropolitan <br />Area of Cass County, North Dakota," subject to State's <br />Attorney approval; and pass it on to the cities of Fargo <br />and West Fargo. Motion failed for lack of a second. <br /> <br />Mr. Richards said this policy would have defined the County's <br />responsibili ty on the Sheyenne Street project in West Fargo. Mr. <br />Risher agreed with Mr. Wieland that this policy is premature, but he <br />is in favor of discussing road policy. <br />
