Comm. Minutes Special Meeting--September 30, 1991 751 <br /> <br />Kathy Hogan provided copies of minutes from a September 23rd task <br />group meeting on Human Resource functions. She said this committee <br />recommended setting up a clerical position that would be available <br />to Human Resources and other small departments that do not have <br />clerical support at this time. Ms. Hogan also provided the first <br />draft of a performance appraisal form. <br /> <br />Ms. Sandvik said the Commission should decide if they wish to <br />continue the employee newsletter. The last quarterly publication <br />should go out in October, according to Ginger Kaufman, but there is <br />not enough money in the line item for the final publication. <br />Mr. Shannon thought the original idea was to prepare a monthly <br />photo-copy publication. Mr. Risher suggested preparing the next <br />newsletter in-house and changing the distribution date to December. <br />He mentioned desk-top publishing software. <br /> <br />An amount was budgeted for an employee assistance program through <br />Hazelden, Inc. of Minneapolis, subject to a contract and breakdown <br />of the services that will be provided. <br /> <br />JAIL <br />Training Center budget will be left at $8,500 but education/ <br />seminars was reduced about $4,600.00, per Sheriff Rudnick. <br /> <br />Consensus to reduce overtime to $5,000 because of adding staff. <br />Mr. Wieland said the Sheriff will have to approach the Commission <br />to request additional funds if it becomes necessary. <br /> <br />VECTOR CONTROL <br />Leave $11,150 in budget, which is for spray equipment, but change <br />line item to reflect this instead of listing it as vehicles. <br /> <br />WEED CONTROL <br />Reduce equipment line item from $15,000 to $10,000. <br /> <br />HISTORICAL FUNDS <br />Letter received from Fargo Heritage Society dated September 23, <br />1991, requesting $15,000 in Cass County historic preservation funds <br />from 1992 county budget for projects outlined in their letter. <br /> <br />Mr. Shannon said the County would need a contract with the Fargo <br />Heritage Society spelling out how they would use the funds. <br /> <br />Consensus of the Commission to levy a dollar amount for historical <br />purposes but not specify certain dollar amounts for any one agency. <br /> <br />SENIOR CITIZENS <br />Budget annotation for a limit of $5,000 for secretarial duties <br />rather than for a director's salary. A letter will be signed by <br />all Commissioners as prepared by the County Auditor in explanation <br />to a letter sent to Cass County Council on Aging, Inc. council <br />members by Sid Punton dated August 26, 1991. Commissioners have <br />been receiving numerous letters from rural senior citizen clubs and <br />petitions signed by rural club members asking that no changes be <br />made in the rural area. <br /> <br /> <br />
