Minutes Special Meeting--September 30, 1991 750 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> SEPTEMBER 30, 1991 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order at 7:30 AM in the <br />Commission Room to continue hearings on 1992 budget requests. All <br />members were present as follows: Don Eckert, Alon Wieland, Gene <br />Shannon, Sharon "Pepper" Toussaint and Steve Risher. <br /> <br />ROAD DEPARTMENT <br />County Engineer Don Richards said he reduced some expenditures from <br />the current Road Department budget, as outlined in a memo to the <br />Commission and County Auditor Michael Montplaisir. Adjustments <br />agreed upon by the Commission and Mr. Richards will be made by the <br />Auditor. The Auditor's Office will set up a new chart of accounts <br />beginning January 1, 1992, because unrelated items are being paid <br />from the road maintenance line item currently. Mrs. Toussaint <br />suggested a budget annotation to that effect. <br /> <br />ROAD 10 MILL LEVY <br />Mr. Shannon proposed that money for 1992 construction projects be <br />transferred to the road and bridge fund rather than in a special <br />10 mill levy road fund, thus eliminating the $300,000 appropriated <br />for the city pothole fund. <br /> <br />Mr. Eckert opposed this change because the special 10 mill levy was <br />voted in by the public, and he doesn't think the Commission should <br />deviate from that. He thinks such a transfer would destroy the <br />objective of trying to get the rural and urban areas together. <br />Mr. Wieland thinks it would provide a stronger position. It would <br />strengthen the security of the rural road projects, according to <br />Mr. Shannon. <br /> <br />Mr. Risher suggested suspending the 10 mill special levy for a one- <br />year period and further review it after hearing public opinions. <br /> <br />Mr. Wieland said state law gives the county commission authority to <br />modify the special levy. He said City of Fargo officials are <br />putting pressure on some members of the County Commission to give <br />more of the special levy funds back to the city. MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded that the <br /> construction projects established for the 10 mill levy be <br /> transferred to the Road and Bridge fund for 1992, thereby <br /> suspending the 10 mill road levy. Cass County shall levy <br /> the 10 mills necessary to carry out the operations of the <br /> Road and Bridge program, thus eliminating the $300,000 <br /> appropriated for the city pothole fund. Motion carried <br /> on roll call vote with four members voting "Aye"; <br /> Mr. Eckert opposing. <br /> <br />HUMAN RESOURCES <br />Members of the Human Resources Overview Committee were present for <br />the department budget review. Charlotte Sandvik said the secretary <br />position that was vacated in 1991 was removed from Human Resources <br />budget and placed under the 1992 County Commission budget with the <br />idea of establishing a secretarial pool. <br /> <br /> <br />
