Minutes Special Meeting--September 30, 1991 750 SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS SEPTEMBER 30, 1991 MEETING TO ORDER Chairman Gene Shannon called the meeting to order at 7:30 AM in the Commission Room to continue hearings on 1992 budget requests. All members were present as follows: Don Eckert, Alon Wieland, Gene Shannon, Sharon "Pepper" Toussaint and Steve Risher. ROAD DEPARTMENT County Engineer Don Richards said he reduced some expenditures from the current Road Department budget, as outlined in a memo to the Commission and County Auditor Michael Montplaisir. Adjustments agreed upon by the Commission and Mr. Richards will be made by the Auditor. The Auditor's Office will set up a new chart of accounts beginning January 1, 1992, because unrelated items are being paid from the road maintenance line item currently. Mrs. Toussaint suggested a budget annotation to that effect. ROAD 10 MILL LEVY Mr. Shannon proposed that money for 1992 construction projects be transferred to the road and bridge fund rather than in a special 10 mill levy road fund, thus eliminating the $300,000 appropriated for the city pothole fund. Mr. Eckert opposed this change because the special 10 mill levy was voted in by the public, and he doesn't think the Commission should deviate from that. He thinks such a transfer would destroy the objective of trying to get the rural and urban areas together. Mr. Wieland thinks it would provide a stronger position. It would strengthen the security of the rural road projects, according to Mr. Shannon. Mr. Risher suggested suspending the 10 mill special levy for a one- year period and further review it after hearing public opinions. Mr. Wieland said state law gives the county commission authority to modify the special levy. He said City of Fargo officials are putting pressure on some members of the County Commission to give more of the special levy funds back to the city. MOTION, passed Mr. Wieland moved and Mr. Risher seconded that the construction projects established for the 10 mill levy be transferred to the Road and Bridge fund for 1992, thereby suspending the 10 mill road levy. Cass County shall levy the 10 mills necessary to carry out the operations of the Road and Bridge program, thus eliminating the $300,000 appropriated for the city pothole fund. Motion carried on roll call vote with four members voting "Aye"; Mr. Eckert opposing. HUMAN RESOURCES Members of the Human Resources Overview Committee were present for the department budget review. Charlotte Sandvik said the secretary position that was vacated in 1991 was removed from Human Resources budget and placed under the 1992 County Commission budget with the idea of establishing a secretarial pool.
