Minutes Special Meeting--September 30, 1991 ?52 <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />The county has to comply with State law, and Mr. Wieland said <br />senior citizen clubs need to know that State law is changing and <br />funds must be spent for more specific items than in the past. <br /> <br />JOB DEVELOPMENT <br />Mr. Montplaisir said the budget request from Fargo-Cass County <br />Economic Development Corporation is for $225,000 this year. One of <br />their goals, he said, is to raise funds for a loan pool. <br /> <br />Mr. Risher suggested approving the budget request this year with <br />the idea that they seek a vote of the people on a separate tax <br />levy. The question would have to be on the primary election <br />ballot, according to Mr. Montplaisir, because levies are set prior <br />to the November general election. However, he thinks it would only <br />be an advisory vote with the commission making final determination. <br /> <br />Mrs. Toussaint said the Cass County Commission, in 1990, voted to <br />adopt a financing schedule for funding Fargo-Cass County Economic <br />Development Corporation. In doing that, she said the county <br />established an appropriation plan consistent with county core <br />business and the ability to finance such organizations. She read <br />the 1990 Cass County budget annotations. <br /> <br />It was the consensus of the Commission to retain the $10,400 loan <br />pool in Cass County's escrow until rules and regulations are <br />established on how that money will be used. It was also the <br />consensus to reduce the $225,000 budget request by $25,000, which <br />was annotated in the budget as payment in 1992 toward construction <br />costs for the NDSU Industrial Agriculture and Communication Center. <br /> <br />SOCIAL SERVICES <br />Consensus of the Commission to add $1,250 to Social Services budget <br />for a fax machine. <br /> <br />ADJOURNMENT <br />At the close of budget hearings at 11:00 AM, the Chairman declared <br />the meeting adjourned. <br /> <br />ATTEST: APPROVED: <br /> <br />Michael Montplaisir - Auditor <br />Cass County, North Dakota <br /> <br />Gene Shannon, Chairman <br />Cass County Commission <br /> <br /> <br />
