The regulations will try to direct spending <br />more toward services, and recreational activities will not be funded. <br />According to the new regulations, all funds would have to be dispersed <br />in April of each year. Also, notification of funding will be given <br />to clubs. <br /> MOTION, passed <br />Mr. Eckert moved and Mrs. Toussaint seconded to levy 1.00 <br />mill for Senior Citizens line item in 1992 Cass County <br />budget. On roll call vote, motion carried unanimously. <br />Discussion: A representative of rural senior clubs said they are <br />happy with the 1.00 mill levy and do not see the need for additional <br />services in the rural area. Mr. Eckert and Wieland asked the rural <br />clubs to get together with the Cass County Council on Aging and Fargo <br />Senior Commission to try to develop an agreement. <br /> <br />Mr. Brian Arett, Project Director of Fargo Senior Commission, said <br />assessments have been done in the rural area and found a need for <br />additional services like "Meals on Wheels". He said 15 Casselton <br />citizens are already receiving meals every day. <br /> <br />VECTOR CONTROL <br />Mr. Montplaisir said the request for 1992 is .88 mills, which is up <br />from .70 mills last year. The increase is in the chemical line item <br />from $10,000 budgeted last year to $29,270. Also, Mr. Wieland asked <br />about $11,150 budgeted under vehicle line item. Mr. Montplaisir said <br />according to minutes from the last Vector Control meeting, no new <br />vehicles will be purchased. Mr. Montplaisir will talk with Joel <br />Young, Director of the Vector Control. <br /> <br />WEED CONTROL <br />Mr. Montplaisir said the mill levy has decreased to .55 mills compared <br />to .71 levied for last year. He discussed the equipment line item <br />budgeted at $15,000 for a new pick-up, ATV and sprayer unit. Mr. <br />Wieland asked if $9,800 for a new pick-up is necessary and thinks a <br />used one can be purchased for half-price. Mr. Eckert doesn't believe <br />a used pick-up could be purchased for half the price of a new one. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to adjust the <br /> equipment line item from $1§,000 to $10,000. On roll call <br /> vote, motion carried with three members voting "Aye", Mr. <br /> Eckert voting "No". <br /> <br />AMBULANCE <br />The line item for Casselton Ambulance was reduced from $10,000 to <br />$7,000. The County Commission approved $7,000 last year for Casselton <br />Ambulance and wants to budget this amount for 1992 also. <br /> <br />COMMISSION <br />Mr. Montplaisir said there is an increase in Travel line item due to <br />Commissioners attending the National Convention next year. <br /> <br />Mr. Montplaisir discussed the position called County Commission <br />Assistant in the budget, known as County Coordinator. The salary <br />request is for $40,000. The position was not assigned a pay grade and <br />has not been classified. Mr. Wieland feels the salary should be <br />handled the same as other positions. <br /> <br /> <br />
