Minutes Special Meeting--September 18, 1991 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> SEPTEMBER 18, 1991 <br /> <br />747 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order with the following <br />members present: Sharon "Pepper" Toussaint, Alon Wieland, Don Eckert <br />and Gene Shannon. Steve Risher was absent. <br /> <br />BUILDINGS AND GROUNDS <br />County Auditor Michael Montplaisir said $100,000 budgeted under the <br />electricity line item could be reduced because the new generator will <br />lower electric rates. The line item was reduced to $80,000. <br /> <br />New items under the Buildings and Grounds budget included $12,000 for <br />a mower and $30,000 for floor repair in the south wing· Mr. Wieland <br />asked if a new mower was needed and Mr. Alton Johnson, Maintenance <br />Supervisor, said they could get by one more year. The Mower line item <br />was reduced from $12,000 to $6,000 with the annotation that money be <br />used only if there is a major breakdown and to request Commission <br />approval before purchasing a new mower. Mr. Wieland also asked why <br />$30,000 was budgeted for floor tile repair when it was installed only <br />four years ago. He suggested to investigate if the tile had been <br />improperly installed and possibility of reimbursement from the company <br />that installed it. <br /> <br />The jail building maintenance line item was reduced to $20,000. <br /> <br />STATES ATTORNEY <br />States Attorney John Goff budgeted for one new legal secretary and one <br />full-time investigator. Mr. Wieland asked if Mr. Goff could look into <br />the possibility of using an investigator from the Sheriff Department. <br />Mr. Goff is willing to discuss using one from the Sheriff Department. <br />The contracted legal services line item was deleted because money has <br />been designated for legal services in the Commission budget. <br /> <br />COUNTY COURT <br />Judge Frank Racek explained that the increase for Public Administrator <br />from $7,000 to $30,600 is because this position needs to be a full- <br />time instead of a half-time job. Judge Georgia Dawson would like to <br />see this position contracted independently and remain out-of-house. <br /> <br />Also, Judge Racek said the Court Reporter position has never been <br />assigned a pay grade and he did not know how to budget for her salary <br />increase. Mr. Shannon said Human Resources should be informed that <br />this position has not been classified so it can be done in the <br />upcoming classification study. <br /> <br />SENIOR CITIZEN LEVY <br />Mr. Montplaisir said the maximum the county can levy for Senior <br />Citizens is 1.00 mill. Next year the state will start a program that <br />matches 50% of what the county levies. The county has been dividing <br />funds from the levy equally between the Cass County Council on Aging, <br />Inc. and Fargo Senior Commission, Inc. The requests for 1992 from the <br />two senior organizations exceed the projected revenue from the levy <br />and matching funds. He said new proposed state regulations are <br />scheduled to be available by December 1, 1991 and will require clubs <br /> <br /> <br />
