PERMIT FOR SPECIAL SUNDAY SALES OF ALCOHOLIC BEVERAGES, Windbreak <br />Restaurant and Saloon request denied <br />A letter was received from Jason Solberg, Manager of the Windbreak <br />Restaurant & Saloon, dated August 21, 1991, requesting a special <br />Sunday alcoholic beverage permit for the remaining Sundays in 1991. <br />Commissioners referred the request to the Sheriff's Department and to <br />State's Attorney John Goff. Mr. Goff said the county commission has <br />authority to issue such a permit pursuant to NDCC 5-02-05.1, however, <br />the Commission discussed the fact that the Windbreak Restaurant and <br />Saloon was convicted of dispensing alcohol at a time or day prohibited <br />by statute, those days being on January 13, 1991 and January 20, 1991. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Eckert seconded to deny the <br />request from the Windbreak Restaurant and Saloon for a <br />special Sunday alcoholic beverage permit for remaining <br />Sundays in 1991. On roll call vote, the motion carried <br />with four members voting "Aye", Mr. Wieland opposing. <br /> <br />19. DIRECT DEPOSIT PAYROLL, Voluntary pro~ram to be implemented <br />The County Finance Committee asked the Auditor and Treasurer to look <br />into the feasibility of having direct deposit of payroll checks, and <br />they received a proposal from Norwest Bank, as outlined in a letter <br />to the Commission from Auditor Michael Montplaisir. There are some <br />costs involved with direct deposit, but Hr. Montplaisir thinks there <br />will be some dollar savings at a future date in the number of checks <br />written. He said this would be a voluntary program on the part of <br />employees. <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to allow the <br />County Treasurer, County Auditor, Data Processing <br />Coordinator and Human Resources Department to work on <br />installing a direct deposit system for payroll, said system <br />to be operational by early 1992. On roll call vote, motion <br />carried unanimously. <br /> <br />20. VOUCHERS, Clarification on exceptions <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Wieland seconded to deny <br />voucher #28,722 to Fargo-Moorhead Human Resource because it <br />did not pertain to the travel request approved earlier <br />today. On roll call vote, motion carried unanimously. <br /> <br />21. COMMITTEE REPORTS, Department meetings. bill-payin~ policy. East <br />Central Commissioners meetin~. continue budget meetin~s. road advisory <br />meetin~ <br />Mr. Risher thinks every county department should hold staffing <br />meetings on a quarterly basis, with minutes being sent to the <br />portfolio commissioner and commission chairman. Mr. Shannon asked him <br />for more information on this before the next meeting. <br /> <br />Mr. Wieland asked that a letter be sent to County Engineer Don <br />Richards informing him that effective immediatel~7, all contracts <br />involving Cass County shall include a declaration of county policy on <br />paying bills, which is that bills are paid at the first Commission <br />meeting of every month. <br />
