Comm. Minutes--September 4, 1991 733 18. PERMIT FOR SPECIAL SUNDAY SALES OF ALCOHOLIC BEVERAGES, Windbreak Restaurant and Saloon request denied A letter was received from Jason Solberg, Manager of the Windbreak Restaurant & Saloon, dated August 21, 1991, requesting a special Sunday alcoholic beverage permit for the remaining Sundays in 1991. Commissioners referred the request to the Sheriff's Department and to State's Attorney John Goff. Mr. Goff said the county commission has authority to issue such a permit pursuant to NDCC 5-02-05.1, however, the Commission discussed the fact that the Windbreak Restaurant and Saloon was convicted of dispensing alcohol at a time or day prohibited by statute, those days being on January 13, 1991 and January 20, 1991. MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to deny the request from the Windbreak Restaurant and Saloon for a special Sunday alcoholic beverage permit for remaining Sundays in 1991. On roll call vote, the motion carried with four members voting "Aye", Mr. Wieland opposing. 19. DIRECT DEPOSIT PAYROLL, Voluntary pro~ram to be implemented The County Finance Committee asked the Auditor and Treasurer to look into the feasibility of having direct deposit of payroll checks, and they received a proposal from Norwest Bank, as outlined in a letter to the Commission from Auditor Michael Montplaisir. There are some costs involved with direct deposit, but Hr. Montplaisir thinks there will be some dollar savings at a future date in the number of checks written. He said this would be a voluntary program on the part of employees. MOTION, passed Mr. Risher moved and Mr. Wieland seconded to allow the County Treasurer, County Auditor, Data Processing Coordinator and Human Resources Department to work on installing a direct deposit system for payroll, said system to be operational by early 1992. On roll call vote, motion carried unanimously. 20. VOUCHERS, Clarification on exceptions MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to deny voucher #28,722 to Fargo-Moorhead Human Resource because it did not pertain to the travel request approved earlier today. On roll call vote, motion carried unanimously. 21. COMMITTEE REPORTS, Department meetings. bill-payin~ policy. East Central Commissioners meetin~. continue budget meetin~s. road advisory meetin~ Mr. Risher thinks every county department should hold staffing meetings on a quarterly basis, with minutes being sent to the portfolio commissioner and commission chairman. Mr. Shannon asked him for more information on this before the next meeting. Mr. Wieland asked that a letter be sent to County Engineer Don Richards informing him that effective immediatel~7, all contracts involving Cass County shall include a declaration of county policy on paying bills, which is that bills are paid at the first Commission meeting of every month.
