Mr. Wieland questioned how much weight Cass County's <br />decision would have since LARC has received the vote of other <br />counties. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Risher seconded to name Lake <br />Agassiz Regional Council as Cass County's designee for <br />solid waste planning. Mr. Shannon suggested having an ex- <br />officio advisory group consisting of representatives of the <br />two groups mentioned, and Mr. Haugen said that was <br />discussed but they wouldn't be full-voting members. On <br />roll call vote, motion carried with four members voting <br />"Aye", Mr. Eckert opposing. <br /> <br />16. METROPOLITAN COUNCIL OF GOVERNMENTS (COG), FY 1992 work plan input <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to submit the <br />project proposals of a Metropolitan Utility Corridor Study <br />and a Courthouse Neighborhood Parking Plan to COG for their <br />consideration when determining their 1992 Work Program. On <br />roll call vote, motion carried with four members voting <br />"Aye", Mr. Wieland being opposed to referring the parking <br />plan. <br /> <br />17. AUDIX VOICE MAIL, Authorization to purchase and policy adopted <br />MOTION, passed <br />Mr. Eckert moved and Mr. Risher seconded to authorize the <br />purchase of AT&T's AUDIX for the sum of $47,237.27, to be <br />paid from Telephone Trust equipment line item, subject to: <br />a) technical questions being answered, and b) development/ <br />adoption of an AUDIX policy. On the technical questions, <br />Mr. Shannon expressed concern about the voice quality and <br />the length of time for leaving messages. Data Processing <br />Manager Mike Steiner said he can increase the message time <br />beyond the current two minutes. On roll call vote, motion <br />carried unanimously. <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mr. Risher seconded to adopt the AUDIX <br />policy and stated goals and objectives for implementation <br />in Cass County, said policy being as follows: <br />"County offices, including Commissioners, shall install the <br />AUDIX system to encourage the electronic delivery of <br />information to meet both internal and external demands. <br />Electronic messages should be monitored wi t.h the same <br />regularity as paper correspondence. Remaining goals and <br />objectives are as follows: 1) develop and recommend <br />technical guidelines and standardized policy by September, <br />1991; 2) complete training and have AUDIX installed in all <br />county offices by October 1, 1991; and 3) on an ongoing <br />basis, document complaints on AUDIX system for referral to <br />AUDIX subcommittee." On roll call vote, motion carried <br />unanimously. <br />
