Motion <br />carried. <br /> <br />14. HUMAN RESOURCE DEPARTMENT, Out of state travel <br />Hr. Risher spoke on behalf of Ginger Kaufman requesting approval for <br />out of state travel to attend a wage and salary administration seminar <br />September 23-25th in Milwaukee, Wisconsin. She provided information <br />on travel costs of $278 for air fare and $79 per night for lodging. <br />Mr. Risher said the money is in the Human Resource travel budget. He <br />said Mr. Kildahl said this is a good course. <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to approve out of <br />state travel for Ginger Kaufman to attend the Wage and <br />Salary Administration Training Seminar in Milwaukee, <br />Wisconsin, September 23-25, 1991. <br />Discussion: Mrs. Toussaint found that checks have already <br />been written, before prior approval was given for this travel, <br />and she said the cost of the seminar, $795.00, was not mentioned <br />in the request. She also noted that the same seminar will be <br />offered in the spring, by which time the Charter Commission <br />should have made their recommendation. Mr. Shannon also thinks <br />the timing is bad in that the mission statement for the Human <br />Resource Department calls for no new programs, forms or <br />procedures being implemented during the interim period unless <br />approved by the Personnel Overview Committee. Mr. Wieland <br />asked if the interim director, Charlotte Sandvik, had an <br />opportunity to comment on this. Mr. Risher said she had not. <br /> <br />As a member of the Human Resources overview committee, John Goff <br />thinks the seminar is good but he said the committee has been <br />trying to resolve issues and is waiting for a recommendation <br />from the Charter Commission. Another committee member, Mike <br />Montplaisir, said the Commission is planning to hire a <br />consultant and this training session may enhance that or it may <br />conflict with the consultant's recommendations. Mr. Risher said <br />the county will need someone in-house to manage the <br />classification system because the consultant won't do that on an <br />on-going basis. At the call for the question and on roll call <br />vote, the motion carried with three members voting "Aye" , <br />Mr. Shannon and Mrs. Toussaint opposing. <br /> <br />15. SOLID WASTE MANAGEMENT, Lake Agassiz Re~ional Council desi~nated <br />Designating the Lake Agassiz Regional Council (LARC) as the planning <br />agency for future solid waste disposal seems the most efficient method <br />for developing a solid waste plan to be submitted to the State by <br />January 1, 1993, according to a letter from Pat Zavoral, Director of <br />Public Works for the City of Fargo. In his letter, Mr. Zavoral said <br />he understands other county commissions in the region have designated <br />LARC as the planning body for this task. <br /> <br />County Planner Earl Haugen said the Cass County Solid Waste Advisory <br />Council and Cass County Planning Commission recommended creating a new <br />board with representation from operators of licensed disposal <br />
