Comm. Minutes--September 4, 1991 731 MOTION, passed Mr. Risher moved and Mrs. Toussaint seconded to receive and file this information presented by Mr. Kildahl. Motion carried. 14. HUMAN RESOURCE DEPARTMENT, Out of state travel Hr. Risher spoke on behalf of Ginger Kaufman requesting approval for out of state travel to attend a wage and salary administration seminar September 23-25th in Milwaukee, Wisconsin. She provided information on travel costs of $278 for air fare and $79 per night for lodging. Mr. Risher said the money is in the Human Resource travel budget. He said Mr. Kildahl said this is a good course. MOTION, passed Mr. Risher moved and Mr. Wieland seconded to approve out of state travel for Ginger Kaufman to attend the Wage and Salary Administration Training Seminar in Milwaukee, Wisconsin, September 23-25, 1991. Discussion: Mrs. Toussaint found that checks have already been written, before prior approval was given for this travel, and she said the cost of the seminar, $795.00, was not mentioned in the request. She also noted that the same seminar will be offered in the spring, by which time the Charter Commission should have made their recommendation. Mr. Shannon also thinks the timing is bad in that the mission statement for the Human Resource Department calls for no new programs, forms or procedures being implemented during the interim period unless approved by the Personnel Overview Committee. Mr. Wieland asked if the interim director, Charlotte Sandvik, had an opportunity to comment on this. Mr. Risher said she had not. As a member of the Human Resources overview committee, John Goff thinks the seminar is good but he said the committee has been trying to resolve issues and is waiting for a recommendation from the Charter Commission. Another committee member, Mike Montplaisir, said the Commission is planning to hire a consultant and this training session may enhance that or it may conflict with the consultant's recommendations. Mr. Risher said the county will need someone in-house to manage the classification system because the consultant won't do that on an on-going basis. At the call for the question and on roll call vote, the motion carried with three members voting "Aye" , Mr. Shannon and Mrs. Toussaint opposing. 15. SOLID WASTE MANAGEMENT, Lake Agassiz Re~ional Council desi~nated Designating the Lake Agassiz Regional Council (LARC) as the planning agency for future solid waste disposal seems the most efficient method for developing a solid waste plan to be submitted to the State by January 1, 1993, according to a letter from Pat Zavoral, Director of Public Works for the City of Fargo. In his letter, Mr. Zavoral said he understands other county commissions in the region have designated LARC as the planning body for this task. County Planner Earl Haugen said the Cass County Solid Waste Advisory Council and Cass County Planning Commission recommended creating a new board with representation from operators of licensed disposal
