Minutes--September 4, 1991 730 <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to approve the <br />1992 preliminary budget for Cass County totaling over 21 <br />million dollars, as submitted by the County Auditor, and to <br />set the public hearing for 3:30 PM on September 30, 1991. <br />On roll call vote, motion carried unanimously. <br /> <br />13. HUMAN RESOURCE DEPARTMENT, Mission. strategy and structure <br />Consultant Scott Kildahl said in the absence of a personnel director <br />and the convening of a personnel overview committee, it was decided <br />to look at an effective way for the Human Resources Department to <br />function until such time as the Cass County Charter Commission makes <br />its recommendation. The department is now under direction of the <br />County Treasurer, as temporary department head, with Mr. Kildahl's <br />assistance until completion of his contract the end of September. <br /> <br />Mr. Kildahl provided Commissioners wi th a "Nission Statement for Human <br />Resources Department" and a list of duties in the interim period until <br />the Charter Commission makes a recommendation on how the department <br />should be staffed. The Mission Statement is as follows: <br /> <br />It shall be the Mission of the Human Resources Department during this <br />interim period to: <br />1) Monitor and administer the newly approved personnel policies for <br />county employees. Such administration will be accomplished by <br />serv ing as an information and technical resource center for <br />department heads and employees. <br />2) In the conduct of this Mission, Human Resources personnel will <br />serve as a technical resource for previously approved personnel <br />policies under the direction of Charlotte Sandvik, County <br />Treasurer, serving as temporary department head, and Hodel <br />Project Coordinator Scott Kildahl (until September 30, 1991), <br />who will be directed by the Personnel Overview Committee. <br />3) No new programs, forms or procedures will be instigated or <br />implemented during this interim period unless approved by the <br />Personnel Overview Committee. <br /> <br />Duties of the Human Resources Department (interim period): <br />1) Technical resource for department heads and employees 1n the <br />interpretation of personnel policies. <br />2) Technical assistance for county department heads for recruiting, <br />hiring and classification changes. <br />3) Collect time reports and prepare payrolls. <br />4) Preparation and distribution of necessary documentation to <br />accommodate Commission approved changes. <br />5) Prepare and distribute appropriate and approved employee <br />information communications. <br />6) Maintain appropriate files and statutorily required documents <br />for county employees. <br />7) Seek legal and Commission decisions on reported cases of <br />harassment, inequity or improper payroll procedures, i.e. <br />overtime, leave payor wage-hour considerations; under direction <br />of Personnel Overview Committee. <br /> <br />Mr. Risher provided information from the Fargo School District for the <br />assistant superintendent of schools position. <br />
