PRE-AUTHORIZATION HIRING FORMS, Adopted <br />Concerning a pre-authorization hiring form designed by the Chairman, <br />in accordance with the proposed personnel policy manual, Mr. Risher <br />said proposed policy on pay rates and starting salaries for new <br />employees needs to be clarified. He said the personnel policy manual <br />review committee is meeting tomorrow in the Human Resource Department <br />to review legal opinion on the proposed policy manual. He also said <br />the pre-authorization form doesn't include some information from the <br />present "Salary Request & Employment Form" that Human Resources needs. <br /> <br />Mr. Shannon said previous Board Chairmen Wieland and Eckert struggled <br />with signing the current form, as he has, because it doesn't address <br />the question of authorization to fill a position. Often times, he <br />said he received the form and was asked to sign it after the position <br />was filled and a new employee had started work. He suggested <br />consolidating the two forms. <br />MOTION, withdrawn <br />Mr. Risher moved and Mr. Eckert seconded to consolidate the <br />pre- authorization hiring form and the salary request and <br />employment form. <br />Discussion: Kathy Hogan said the forms actually perform <br />two different functions, one is approval to recruit for a <br />position and the other is a payroll function having to do <br />with the actual hiring. Mr. Risher withdrew his motion, <br />hearing no objection to doing so. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Eckert seconded to adopt the <br />pre-authorization forms for all new hires. <br />Discussion: Mr. Shannon said the proposed personnel policy <br />manual requires that the Commission act on any hiring above <br />the minimum salary. Mr. Eckert asked if the Commission <br />still needs to adopt another form, and Mr. Shannon affirmed <br />that. The pre-authorization form is effective for any <br />position not yet advertised. On roll call vote, motion <br />carried with three members voting "Aye", Mr. Risher <br />opposing. <br /> <br />19. VOUCHERS, Approved <br />Mr. Eckert reviewed the list of vouchers this month. He said he <br />contacted the Sheriff's Department about a repair bill on a golf cart <br />used by their department for events at the Red River Valley <br />Fairgrounds. He thought the county leased the golf cart but found <br />that it was purchased. He also questioned a bill for engineering <br />services in the amount of $9,000 and learned it is for services on a <br />bridge project using local lumber. <br /> <br />Mr. Eckert thought there should be a policy on types of magazine or <br />newspaper subscriptions the county will buy. A suggestion was made <br />to take used publications from the Courthouse to the Juvenile <br />Detention Center. Commissioners should check with their portfolio <br />departments to see if some subscriptions can be eliminated. <br />MOTION, passed <br />Mr. Eckert moved and Mrs. Toussaint seconded to approve <br />Vouchers No. 27,501 through No. 28,313, as reviewed by <br />Mr. Eckert this month. On roll call vote, motion carried <br />unanimously. <br />
