Comm. Minutes--August 5, 1991 716

16. 1992 BUDGET COMPENSATION, Option IV adopted
Auditor Michael Montplaisir said department heads met earlier today
and discussed five options concerning the county pay scale and a 1992
budget compensation policy. Department heads recommended that the
Commission adopt option number 4 on a handout provided by the Audi tor.

On the 1992 pay scale, Mr. Montplaisir said minimum salary was dropped
by 2%, which is still competitive with the market place and which
doesn't affect any current employees. The maximum was left the same
but midpoint was adjusted to fall between the new minimum and the
maximum. All employees will receive at least a 2% increase, providing
the raise doesn't put them above the pay range, with an overall
increase of 4.13%, depending upon where the employee is on the pay
scale.

County Judge Frank Racek, spokesman for department heads, was unable
to attend the meeting at this time, but Social Service Director Kathy
Hogan addressed the Commission. She said the following recommended
basic guidelines for all options are according to the new personnel
policies: 1) All salary adjustments are contingent on documented
satisfactory performance; 2) 1992 salaries will be adjusted based on
current classifications but that a pool of money will be established
to allow for adjustments following classification reviews by
consulting firm; 3) All salary adjustments must fall within the
range.

States Attorney John Goff said the county pay scale maximum for states
attorney should be $65,490, the same as for county judges, instead of
$60,750.
MOTION, passed
Mr. Eckert moved and Mrs.
Option IV as follows with
the cover letter from the
with final budget approval

Toussaint seconded to approve
the appended notes included in
Audi tor dated August 5, 1991,
on or before October 1, 1991:

c.

years to midpoint
Adopt the salary scale
Adjust all employees under midpoint with more than 5
years county experience to midpoint
Adjust employees with less than five years as follows:
o through 2 years - 4% or up to midpoint (at least 2%)
3 through 4 years - 8% or up to midpoint (at least 2%)
Adjust employees over midpoint 2%
call vote, motion carried unanimously.

IV.

Five
A.
B.

D.
On roll

17.
