Funding <br />for other services will be considered as a secondary priority <br />and be based on a need for the service and available funds. <br /> <br />(3) The Commission will seek, and will encourage all <br />departments to seek, alternative funding sources for those <br />programs that may be eligible for outside funding. <br /> <br />The motion failed for lack of a second and the Chairman said the <br />record will show that Commissioners Shannon and Toussaint <br />support the resolution but Commissioners Eckert and Risher, by <br />their silence, do not support the 60-mill limit. <br /> <br />14. RESOLUTION ON MANPOWER STUDY, Adopted <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to adopt the <br />following resolution on manpower study: <br /> <br />WHEREAS, as a part of the ongoing study for future space and <br />planning for Cass County, it is necessary to complete a <br />comprehensive manpower study of all departments to determine <br />present and future needs. <br /> <br />THEREFORE, BE IT RESOLVED, that County Coordinator Bonnie <br />Johnson and Consultant Scott Kildahl work with all department <br />heads to complete such a study. The study is expected to take <br />30-45 days and, hopefully, will be completed prior to the <br />termination of their contracts. <br /> <br />On roll call vote, motion carried unanimously. <br /> <br />15. DAWSON INSURANCE UPDATE <br />Robert Dawson and Richard Woodward, Dawson Insurance Agency, were <br />present to update the Commission on 1991-1992 liability and vehicle <br />insurance. Premiums for continuing coverage are $149,123, an increase <br />overall of about $2,200 from the previous coverage period. <br /> <br />Mr. Shannon asked Mr. Montplaisir to bill the Head Start Program for <br />boiler insurance at 57-11th Avenue North in Fargo, since they carry <br />other insurance on the property. <br /> <br />Mr. Montplaisir said liability for Bonanzaville, U. S. A. is still <br />included in the County's policy and billed to Bonanzaville, but he <br />asked Mr. Dawson to find some alternatives. Mr. Dawson said the <br />present premium is $2,116, and he had one quote of $3,902. He will <br />continue working with Mr. Montplaisir on this. <br /> <br />Mr. Risher asked Mr. Dawson if anything has ever been paid out on <br />public officials errors and omissions insurance, and if not, he <br />thought it should decrease the premium. Mr. Dawson didn't recall <br />ever paying out on this, but he said it can be a very volatile <br />situation. Mr. Montplaisir said this insurance covers people serving <br />on boards appointed by the Commission as well as county officials. <br />
