<br />Comm. Minutes--July 1, 1991 704 <br /> <br />20. COMMISSIONERS TO MEET WITH DEPARTMENTS, Rotatin~ basis <br />During the phase I review of the County Road Department, Commissioner <br />Eckert and the consultants suggested improving communications between <br />the commission and this large department by meeting on a regular basis <br />to discuss relevant issues. In discussion, it was noted that the <br />Commission has successfully done this in Social Services. This allows <br />an opportunity for commissioners, department heads, staff and other <br />interested parties to expand their knowledge of department issues so <br />that better policies can be developed and the Commission can lobby for <br />more effective legislation to suit county needs. <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to calendar a <br />1:30 PM meeting before each County Commission meeting with <br />the following rotation: Social Services, Road Department, <br />Sheriff Department, all other departments. On roll call <br />vote, motion carried unanimously. <br /> <br />21. COMMITTEE REPORTS, Personnel policy manual update. county promotional <br />pins. comments on le~islative picnic <br />Mr. Risher received written comments and suggested changes on the <br />proposed revision of the County Personnel Policy Manual from Attorney <br />Judith A. Cummings. Overall, she said the policies are well-written <br />and are in compliance with state and federal law. Mr. Risher will <br />provide Commissioners with a copy of her letter and comments in the <br />next day or two. <br /> <br />Mr. Wieland reported that the first 500 county promotional pins have <br />been delivered, and the remainder will be delivered by mid-August. <br />Pins will be given to county employees on their birthdays and to <br />participants at the State County Commissioners Association and North <br />Dakota Association of Counties Convention being held in Fargo in <br />November. <br /> <br />Mr. Wieland received positive comments about the legislative picnic <br />sponsored by Cass County Commissioners and department heads June 17th. <br />He thanked County Coordinator Bonnie Johnson for making all the <br />arrangements. Mr. Shannon said it's never too soon to begin thinking <br />about subcommittee meetings on future legislation, and he asked Mr. <br />Wieland to talk with Mrs. Johnson about items coming across her desk <br />already. <br /> <br />22. CORRESPONDENCE, Received and filed <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to receive and <br />file correspondence outlined by the secretary as follows: <br />Motion carried. <br /> <br />copy of grievance letter from Cass County Jail staff to Sheriff <br />Don Rudnick dated May 27, 1991, with cover letter from Sheriff <br />received June 24th, 1991; <br /> <br />letter from County Auditor regarding change in expense <br />reimbursements for county employees because of recent changes in <br />IRS regulations; <br />
