Comm. Minutes--June 17, I991 691 <br /> <br />Discussion: Mrs. Toussaint asked if there is money in the <br />budget for the charter commission, and Mr. Montplaisir said <br />bills can be paid from committee expenses in the 1991 commission <br />budget or from the contingency fund. In answer to Mrs. <br />Toussaint's question about the clerical support function, <br />Mr. Shannon said the county will not be adding staff. <br /> <br />Mr. Shannon said one of the things the charter commission might <br />consider is the authority to pass ordinances. He cited an <br />example of the differences between the city of Fargo's authority <br />and Cass County's lack of authority to get a situation resolved <br />concerning illegal dumping. In the county's case, it took <br />taxpayer dollars to clean up the area rather than charging the <br />offender. <br /> <br />Jeannette Stanton said she thinks the county commission has <br />something in mind for the home rule charter, and she said many <br />communities don't know what it is. She also said the commission <br />makes it difficult 'to get on their agenda and makes it difficult <br />to speak at their meetings. <br /> <br />At the call for the question and upon roll call vote, the motion <br />carried unanimously. <br /> <br />Chairman Shannon asked each commissioner to submit the name of their <br />candidate for the Charter Commission and a short biographical sketch <br />by ].2:00 noon on Friday, June 21, 1991, to the Commission Secretary~ <br />If a commissioners' candidate does not get at least three votes at the <br />July 1st commission meeting, that commissioner will be asked to <br />present another name and biographical sketch for consideration at the <br />following meeting. <br /> <br />12. <br /> <br />E-911/JOINT SERVICES "DISPATCH" REPORT, County suggests ,joint meeting <br />with Fargo and West Fargo <br />Model Project Coordinator Scott Kildahl provided commissioners and <br />media a copy of the feasibility study and final report of the joint <br />services committee, which consisted of representatives from Far~o, <br />West Fargo and Cass County. <br /> <br />Over the past six months, the committee reviewed and discussed <br />financial, jurisdictional and technical aspects of a joint, county- <br />wide communication center and combining the dispatch and E-911 systems <br />of Fargo, West Fargo and Cass County. The committee can see benefits <br />to such a county-wide system, but also are aware of jurisdictional, <br />financial and technical problems yet to be solved. The committee felt <br />that fact-finding discussions of the past months indicate that a <br />presentation of findings should be made to the combined commissions <br />of Fargo, West Fargo and Cass County for future direction and <br />guidance. <br /> <br />Commissioners Alon Wieland and Pepper Toussaint were among Cass <br />County's representatives on the joint services committee. Mr. Wieland <br />thinks it's time for all jurisdictions to meet to work out further <br />details. Mrs. Toussaint thinks a joint dispatch center would be a <br />great benefit to the community, and she suggested scheduling a meeting <br />with the Fargo and West Fargo City Commissions. <br /> <br /> <br />
