Minutes--June [?, 1991 690 <br /> <br />Mr. Wieland read a letter from the National Association of Counties <br />(NACo/ saying the Cass County "Model" for the 90's received a 1991 <br />NACo Achievement Award which will be awarded to Cass County at the <br />national convention in Salt Lake City, Utah, this July. Mr. Wieland <br />said the county coordinator submitted the application and accompanying <br />documents to seek this award. MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded that the Cass <br /> County Commission create a Charter Commission to conduct <br /> research and public meetings to determine articles for a <br /> completed charter to be presented to the voters of Cass County. <br /> <br />Such charter is to be finalized in a timely fashion to allow for <br />inclusion on the primary ballot in June 1992 if so desired by <br />the Board of County Commissioners. <br /> <br />Procedural: <br />Commission to consist of five members with each County <br />Commissioner presenting one candidate chosen at large from Cass <br />County (or from their respective district) for presentation and <br />approval by a majority vote of commission. <br /> <br />If a commissioner's candidate fails to acquire the necessary <br />three votes for appointment, said commissioner will offer <br />another candidate. <br /> <br />(2) <br /> <br />(3) <br /> <br />Appointment of Charter Commissioners for a period not to exceed <br />six months (or to address primary deadline) for which each will <br />be reimbursed $240.00 or $40.00 for each month of operation. <br /> <br />After successful appointment (by majority of commissioners) of <br />five Charter Commissioners~ the County Board of Commissioners <br />will select a Charter Commission to serve as commission <br />chairman. Such chairman will be reimbursed at a rate of $300.00 <br />total or $50.00 for each month of operation. <br /> <br />(4) <br /> <br />The Charter Commission chairman will determine the meeting <br />schedule and a minimal budget (to be approved by Board of <br />Commissioners) for the commission's meeting expenses. <br /> <br />(5) <br /> <br />The Cass County Board of Commissioners will make the necessary <br />resources available for the Charter Commission: <br />(a) Clerical support function. <br /> <br />(b) Transcription support function. <br /> <br />(c) Designate liaison from county to assist commission <br /> (charter). <br /> <br />(d) Assume responsibility for all public notices, advertising <br /> and printing costs of final report. (determined by <br /> chairman's budget) <br /> <br />(e) Adopt a budget of $500 for the charter commission for <br /> miscellaneous costs which may be incurred in the course of <br /> their work. <br /> <br /> <br />
