Comm, Minutes--June 17, 1991 <br /> <br />BEER AND LIQUOR LICENSE, E.R.L., Inc. (Rose Creek Golf ClubL...~_t~proved <br /> MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to grant a <br /> 1991 county beer and liquor license to E.R.L., Inc. for a <br /> proposed new establishment at 1900-48th Avenue South <br /> (located in the NE 1/4 of the SW 1/4 of Section 36, Barnes <br /> Township). On roll call vote, motion carried unanimously· <br /> <br />ROAD AND STREET REPAIR, Annual disbursement to North River <br /> MOTfON, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to approve the <br /> 1991 disbursement of road and street repair funds to the <br /> City of North River in the amount of $212.00. On roll call <br /> vote, motion carried unanimously. <br /> <br />!0. <br /> <br />ROAD DEPARTMENT, 1991 work plan adopted <br /> MOTfON, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to adopt the <br /> 1991 Road Department work plan as presented. On roll call <br /> vote, motion carried unanimously. <br /> <br />11. <br /> <br />CHARTER COMMISSION, Motion to convene approved <br />Chairman Shannon gave some background information on the task force <br />committee impaneled to study county government with the end resul~ of <br />their efforts being the formation of the Cass County "model" project. <br />The county commission continued the efforts of the model project 5nto <br />phase II and wii1 now consider whether to proceed with convening a <br />charter commission to make recommendations for 'the public to vote on. <br />The earliest that a vote could be taken would be June, 1992. <br /> <br />Bonnie Johnson, County Coordinator, enumerated recommendations of the <br />"model" project that have been accomplished in the past 6-9 months. <br />These items are updating the jail facility, developing a comprehensive <br />juvenile services plan, joint services committee recommendations to <br />local governments, merging finance and taxation departments, looking <br />at ways of computerizing more services in the county, road audit, <br />implementing central purchasing plan in an effort to save taxpayer <br />dollars, making child support services run more efficiently and <br />effectively in the county and in the State, implementing a coordinated <br />management system as a way to begin planning for the future, looking <br />at future space and planning needs, legislative coordination, and <br />marketing Cass County by talking to a number of civic groups in urban <br />and rural areas and publishing a newsletter inserted in The Forum <br />telling taxpayers what Cass County is about and how their assistance <br />is needed. <br /> <br />Mr. Shannon said he and Commissioner Risher and several county <br />department heads met with Governor George Sinner in Fargo, and the <br />Governor was extremely complimentary and interested in the Cass County <br />"model" efforts and the commission's role in putting together a <br />charter commission. <br /> <br />Several letters were received encouraging the commission to continue <br />focusing their efforts on the "model" project. Mr. Risher read a <br />letter from the Fargo Chamber of Commerce, and Mrs. Toussaint read a <br />letter from Linda Gaughan, West Fargo City Commissioner, who <br />participated in the joint dispatch services discussions. <br /> <br /> <br />
