Minutes--June 17, 1991 692 <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded that Cass <br />County seek a mutually convenient time for the County to <br />meet with Fargo and West Fargo to consider the possibility <br />of developing a modest budget which would be used 'to <br />delineate some of the variables that are yet unknown. <br />Discussion: Mr. Risher said this can be a cornerstone to a <br />joint law enforcement center, and this should be kept in mind. <br />At the call for the question and on roll call vote, the motion <br />carried unanimously. <br /> <br />13. <br /> <br />COUNTY OFFICIALS VISITING, Introductions <br />Mr. Wieland said the North Dakota County Commissioners Association <br />board of directors met in Fargo earlier today, and he introduced <br />Richard Bendish, Andy Hagle, Plus Krenzel and North Dakota Association <br />of Counties Executive Director, Mark Johnson. <br /> <br />14. <br /> <br />PLAT APPROVAL, Hearing on CRW (Cass Rural Water) "M" Subdivision plat <br />The chairman declared a public hearing on application for subdivision <br />approval submitted by Cass Rural Water (CRW) on behalf of Don Mergner. <br />No one present asked to speak to the commission during the public <br />hearing so Chairman Shannon asked County Planner Earl Haugen to <br />proceed. <br /> <br />Mr. Haugen said the Plat of CRW "M" Subdivision complies with township <br />and Cass County subdivision regulations. He has verbal approval of <br />the Rush River Water Resource District. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to approve <br /> the final plat of the CRW "M" Subdivision on condition that <br /> the Rush River Water Resource District approve the plat; <br /> and allow the Chairman to sign the final plat. On roll <br /> call vote, motion carried unanimously. <br /> <br />15. <br /> <br />POLICY, Creation of special assessment districts for asphalt roads <br />Earl Haugen submitted an amended policy of special assessments for the <br />asphalting of roads as recommended by an ad hoc committee and approved <br />by a majority of the members of the Cass County Planning Commission. <br />The States Attorney also reviewed the policy. MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded to approve the <br /> proposed amendments to the Cass County Policy on the <br /> Creation of Special Assessment Districts for the purpose of <br /> Asphalting Roads. On roll call vote, the motion carried <br /> with four members voting "Aye", Mr. Eckert opposing because <br /> he thought the 50% up-front cost of estimated improvements <br /> on undeveloped lots should be higher. <br /> <br />16. <br /> <br />STATE HIGHWAY DEPARTMENT, Railroad crossing upRrades, Federal hiKhwa~ <br />legislation, "model" Droject commended <br />Dave Leftwich, Secondary Roads Engineer with the North Dakota <br />Department of Transportation, was introduced by County Engineer Don <br />Richards. He was here to answer questions about railroad crossing <br />maintenance and upgrading. He said his department feels it is the <br />responsibility of the railroad to maintain ail railroad crossings~ and <br />he provided copies of North Dakota Century Code 49-11-0~.4. <br /> <br /> <br />
