Comm. Minutes--June 3, 1991 682

13. ROAD AUDIT RECOMMENDATIONS FOR PHASE II
The road audit committee, consisting of Don Richards, Mike
Montplaisir, Tom Fischer, John Goff, Commissioners Eckert and Shannon,
recently heard the phase I report from Charles Bailly and Company.
Mr. Shannon said a majority of committee members polled wished to
proceed with the phase II study in as timely and expedient manner as
possible. Concern was expressed about interference with road
department construction, but Mr. Shannon said Mr. Richards regards
this audit as his most important responsibility at the moment.
MOTION, passed
Mr. Eckert moved and Mrs. Toussaint seconded to engage
Charles Bailly and Company for phase II model project as is
outlined in their letter of engagement referencing the
recommendations for study denoted in phase I report.
Discussion: Mr. Wieland asked if there was some dissention
among committee members, and Mr. Eckert said he had very
li ttle objection aft~er the report was presented to the
commi t tee. Mr. Risher asked about the cost, and Mr.
Montplaisir said the contract is not to exceed $22,000 and
will be paid from the Road Department budget, $10,000 of
which was included in the 1990 Road Department budget for
this purpose. On roll call vote, motion carried
unanimously.

14. ROAD DEPARTMENT, 1991 work plan deferred to next meeting
Mr. Eckert asked to re-schedule adoption of the Road Department's 1991
work plan until the next meeting. Mr. Shannon asked Bonnie Johnson
to again work with Mr. Eckert and Don Richards on completing this.

15. IBM IMAGING, Demonstration scheduled
Mike Steiner, Data Processing Coordinator said IBM has scheduled an
IrnagePlus demonstration at 9:30 AM, June 19th, at their office in the
First Interstate Bank building. The demonstration will provide an
overview of imaging and may show how the county could incorporate this
new technology into the overall computerization of Cass County.
Mr. Steiner said IBM can accommodate 12-15 people at this location,
and they need to know the names in advance.

Mr. Wieland said computerization of records needs to be addressed in
the next legislative session. He thinks the education process should
start with the register of deeds' offices across the state.

Hr. Risher suggested that the states attorney request an attorney
general's opinion on the archival quality. Hr. Goff said he can
request an Attorney General's opinion but thinks it will take some
time to get an answer. Mr. Steiner said some of the hardware for the
imaging system won't be available until July 1, 1992.

16. AGENDA ACCESS, Memo to departments on procedure
MOTION, passed
Mr. Risher moved and Mr. Wieland seconded to send a memo to
all county departments telling them the procedure for
accessing the commission agenda and asking department heads
and supervisory staff to incorporate commission actions
into their work plans when they receive a copy of the
Commission minutes each week.
