ROAD AUDIT RECOMMENDATIONS FOR PHASE II <br />The road audit committee, consisting of Don Richards, Mike <br />Montplaisir, Tom Fischer, John Goff, Commissioners Eckert and Shannon, <br />recently heard the phase I report from Charles Bailly and Company. <br />Mr. Shannon said a majority of committee members polled wished to <br />proceed with the phase II study in as timely and expedient manner as <br />possible. Concern was expressed about interference with road <br />department construction, but Mr. Shannon said Mr. Richards regards <br />this audit as his most important responsibility at the moment. <br />MOTION, passed <br />Mr. Eckert moved and Mrs. Toussaint seconded to engage <br />Charles Bailly and Company for phase II model project as is <br />outlined in their letter of engagement referencing the <br />recommendations for study denoted in phase I report. <br />Discussion: Mr. Wieland asked if there was some dissention <br />among committee members, and Mr. Eckert said he had very <br />li ttle objection aft~er the report was presented to the <br />commi t tee. Mr. Risher asked about the cost, and Mr. <br />Montplaisir said the contract is not to exceed $22,000 and <br />will be paid from the Road Department budget, $10,000 of <br />which was included in the 1990 Road Department budget for <br />this purpose. On roll call vote, motion carried <br />unanimously. <br /> <br />14. ROAD DEPARTMENT, 1991 work plan deferred to next meeting <br />Mr. Eckert asked to re-schedule adoption of the Road Department's 1991 <br />work plan until the next meeting. Mr. Shannon asked Bonnie Johnson <br />to again work with Mr. Eckert and Don Richards on completing this. <br /> <br />15. IBM IMAGING, Demonstration scheduled <br />Mike Steiner, Data Processing Coordinator said IBM has scheduled an <br />IrnagePlus demonstration at 9:30 AM, June 19th, at their office in the <br />First Interstate Bank building. The demonstration will provide an <br />overview of imaging and may show how the county could incorporate this <br />new technology into the overall computerization of Cass County. <br />Mr. Steiner said IBM can accommodate 12-15 people at this location, <br />and they need to know the names in advance. <br /> <br />Mr. Wieland said computerization of records needs to be addressed in <br />the next legislative session. He thinks the education process should <br />start with the register of deeds' offices across the state. <br /> <br />Hr. Risher suggested that the states attorney request an attorney <br />general's opinion on the archival quality. Hr. Goff said he can <br />request an Attorney General's opinion but thinks it will take some <br />time to get an answer. Mr. Steiner said some of the hardware for the <br />imaging system won't be available until July 1, 1992. <br /> <br />16. AGENDA ACCESS, Memo to departments on procedure <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to send a memo to <br />all county departments telling them the procedure for <br />accessing the commission agenda and asking department heads <br />and supervisory staff to incorporate commission actions <br />into their work plans when they receive a copy of the <br />Commission minutes each week. On roll call vote, motion <br />carried unanimously. <br />
